With the rapid development of urbanization,some of the staff of the stage of housing affordability problem has become increasingly prominent,migrant workers living conditions also need to be improved.The development of public rental housing,improve the housing supply system,to cultivate the rental housing market,an important measure to meet the city of lower middle income families the basic housing needs of urban residents,is to guide the reasonable housing consumption,the inevitable requirement to adjust the supply structure of the real estate market.In order to further implement the "State Council on a number of opinions" to solve the housing difficulties of low-income families in the city,the Shenyang municipal government issued the "notice" the office of the Shenyang Municipal People's Government on the issuance of 2011 plans to build affordable housing,increase the Shenyang city housing security system construction,expanding market demand,to maintain the real estate market the healthy and stable development,promote harmonious and stable steady and rapid economic and social development.This study is through the establishment and decision of public rental housing project site planning,plan and design,bidding management and funding problems and the present situation of research and analysis,put forward relevant suggestions for decision-making and management of pre construction,in order to solve the early occurred in the construction site is not reasonable,the audit program design detailed project investment over budget,bidding irregularities,procedure documents for the lag and other practical problems.To the Phoenix Metro construction management project for example,from the decision-making project,site planning,plan and design to the bidding management,through in-depth analysis of the various stages in the implementation of the project,to find out the problems and shortcomings,and finally puts forward improvement suggestions and measures.In view of the present problems in the early stage of Phoenix Metro Project in the management of early management of compartmentalization proposed the concept of integrated management,prophase management in public rental housing management work,in accordance with the operation and management mode of "management policy cost planning information system" in a line,realize the integration of management public rental project preparatory work.First of all,the internal working model,establish an integrated management platform and management mode,improve internal communication and cooperation,the creation of integrated information management system,effectively establishing the integrated management platform,improve the efficiency of pre management work.Administrative management system to realize the integration of the system management.The two is in the reform of the land system,suggests to adopt multi way construction,reduce the cost of land,the land reserve system,combined with the city planning and land development;administrative fees to form regulations,the relevant departments to strengthen ties,make preferential policies implemented.Three is the construction of integrated cost control,design principle and complete,to establish an integrated,comprehensive implementation of the quota design,each professional and process should pay attention to cost control,to complete the integration of design;finally,the location in the public rental project planning,in order to "demand supporting integration" planning principle improvement,selection,from the public rental location traffic conditions,facilities were built,and taking into account the government construction and cooperation system,put forward the location depending on the city traffic system of public housing projects,flexible region selection and application of integrated construction mode,establish for segmentation,in the planning of facilities,services and strong support commercial facilities,public housing residents to meet the basic physiological needs and safety needs,self realization needs and demands respect Social needs.
