Public rental housing project is an important part of the Chinese affordable housing projects, and also is important for livelihood projects. But the public rental housing project’s quality problems are very common recently. It not only damages the government’s image, it also seriously influences the interests of homeowners. It is urgent thing to prevent the quality problem of the public rental house effectively and provide quality level of the public rental projects at present. The quality management of public rental projects must run through every stage and every part of the public rental projects’ life cycle and improve its overall quality. So the study of the whole life cycle quality management of public rental projects and construction quality early-warning has the positive influence in making policy correspond to the project manager and improving the quality management level of the public rental projects.Based on the each stage of public rental housing projects quality management content, and each stage of public rental housing present quality problems are summarized, and the causes of quality problems are qualitative analyzed. Based on this, the whole life cycle management is introduced, and the whole life cycle of public rental housing projects quality management’s characteristics are qualitative analyzed, and putting forward the whole life cycle quality management model of public rental housing projects: improving the quality of decision-making, enhancing the design quality management and preparing everything before construction; in construction period, strengthening quality management from five aspects including men, materials, methods, machines and environment; in operation and maintenance period, establishing a quality management model among the tenants, public rental housing operation and maintenance department, contractors and government, and ensuring that the public rental housing projects continuously operate. Through literature research, expert consultation and field survey method, and the public rental housing projects construction quality early-warning indicators are summarized, and using the analytic hierarchy process to calculate index weights. Based on this, building a construction quality early-warning system, then It will take “Jiang Nan Shui An” as an example to analysis the application of the principle of public rental housing project construction quality early-warning system. Finally, some corresponding suggestions are given according to the research of the paper It will provide the reference to quality management of the public rental house, and at the mean time, facilitating the improvement of the quality management of project theory and practice application level.
