The start-up construction of the Beijing-Shanghai high-speed rail(HSR)in 2008 signifies that China has entered the “high-speed railway era”.HSR-based New City,considered as an essential type in the New City New Area category,is a new concept that follows the national construction of HSR.Jinan,as one of the five departure stations of the Beijing-Shanghai HSR,has developed the Jinan West Railway Station Area relying on the construction of the HSR stations.Since the start-up construction of the Beijing-Shanghai HSR Station,the development and construction of the has been going through 10 years.During this period,whether it is from the landscape or the service function,the Jinan West Railway Station Area has changed tremendously from the beginning,an urban-rural fringe,to the New Area now.Looking back at the 10-year development and construction of the West Railway Station Area,what changes have taken place in its spatial formation and function improvement? How does the impetus to form this feature work? In order to sort out the features and mechanisms,enrich the research results of HSR New Town,deepen the empirical research on related theories,and guide the next development of the Jinan West Railway Station Area,this paper carries out the related research on the development characteristics and dynamic mechanism of the West Railway Station Area.In order to deeply study the development characteristics of the Jinan West Railway Station Area and its underlying dynamic mechanism and enrich the relevant research results of the HSRbased New City,this paper collects the construction projects and their land spacing and feature information since the beginning of the development and construction of the West Passenger Station as the primary data.Based on the related theories of circle layer and axis,the functions like buffering and superposition analysis in ArcGIS have been used in this paper to summarize and categorize the development characteristics of the substantial space in the Jinan West Railway Station Area;furthermore,its representing dynamic main bodies are categorized as the government,the market,and the three forces in the society according to its development unit.The 10-year development history of the Jinan West Railway Station Area has been analyzed vis the dimension of time and space.The research in this paper indicates that,in regards to the level of substantial space,the development of the Jinan West Railway Station Area has the following characteristics:First,during the ten years,the scale of the development of the West Passenger Station Area continued to increase,relying on large events to present a periodic “wave-like” advancement.Second,with the promotion of the development process,the spatial distribution of the Jinan West Railway Station Area is developed in a “circle layer + axis” pattern.Based on the existing spatial distribution,the closer the inner ring layer is to the HSR station and the main axis,the higher development intensity the inner ring layer will be;the closer the kernel area is to the HSR station,the more excellent the professional skills regarding outer-oriented HSR and commercial services.The closer the inner layer is to the main axis,the better the development situation appears like the higher development intensity,the more sufficient development and the more abundant land-use types.Thirdly,land-use types in all kinds have been developing focused on different tasks in different time.In order to ensure the smooth opening of the HSR and smooth development of the area,the main types of land-use include railways,transportation hubs,plazas,residential areas and a small number of the auxiliary lands for kindergarten,primary and secondary schools;midterm developments and constructions are concentrated on high value-added land types such as business and commercial affairs.Cultural facilities then followed behind;the residential area would be transformed from settlement to commercial housing development;the land-use for education and scientific research and administrative office in the middle and late stages of development would start to follow up and ensure public service facilities in the area,the refine filling of small-scale projects in the area development will be supported by large-scale projects.Considering the level of dynamic mechanism,the Jinan West Railway Station Area has different development logics and dynamic mechanisms corresponding to different development stages:In the early stage of development,the government,a leading force for development,started the area development with a few large-scale projects.However,the market and social forces were relatively weak.Meanwhile,the dynamic mechanism is designed to ensure the smooth opening of the HSR,the stability of the society in the area,and the smooth opening of the “tenart festival”.Its development is administrative monopolized,and the market is in a wait-and-see status due to the unclear situation.Therefore,the government is the absolute dominant force in the development of the area at this stage.In the middle period of development,market development gradually took a dominant role.The government's role changed from a dominant to a supporter.Social forces began to awaken.The dynamic mechanism now is: the government's previous work has lead a good development and investment environment for the area.The market aiming at pursuing maximum economic profit started to involve in development and became a dominant force in development.The government relegated to the second line and became a supporter of market-led development.Social forces also became active due to population and industrial aggregation,which indirectly affected the development by sensational behavior and economic behavior.In the later period of development,the market powers were still dominated.However,the external non-economy of market development began to,the government effectively played a macro-control role and strengthened public service construction at this stage.Social forces were stimulated by negative externalities of development activities and became more active.In general,changes in the dynamic mechanism are due to the significant changes in the orientation of the dynamic subjects,which therefore shows diversity characteristics in the form of substantial space.The development process of the Jinan West Railway Station Area moved forward exactly under the changes of such dynamic mechanism.The followings can also be further investigated in this article including: first,how to obtain the census data of the population in the Jinan West Railway Station Area and further research on the motivation of social forces;second,there is still some flaws while interpreting the interaction between the three forces,which requires a further study on comprehensive mechanism;Third,if possible,we can start with a single project and continue to thoroughly explore deep-level power mechanisms from investment and its related information.
