In China,because of the administrative system,each functional department uses a vertical management mode.As a consequence,since approval processes are needed for leading city construction and development,there are numerous conflicts that lie between different departments,which impede cities from scientific,healthy and continuous development.City planning departments are functionally divided and have made various planning achievements of different layers and types.Besides,each type of planning varies in laws,management hierarchies and requirements,time limits,all of which make it difficult to plan and manage and lead to low efficiencies.This thesis brings about the feasibility and necessity of the "All in One Picture"in construction and development through process analysis in planning management and investigation of massive amounts of documentation,research and practical experience with further reasoning of specific problems.After that,the thesis clarifies the planning concept is a continuous improvement and forms a series of strategies,disciplines and platforms,planning,updates,supervision and feedback via retrospect of practical planning management in Xiamen city.By far,the commencement of "All in One Picture" has been making great progress and has been providing strong support to the city's development.It is an effective and easy-to-manipulate methodology.Indeed,it has flaws which exist in its commencement.So in the end,the thesis raises the next-step advice.Hopefully,it can make the "All in One Picture" better and exemplify the construction and development of the concept for other departments or cities.
