Road maintenance is getting more and more important because of the rapid development of freeway in C hina. For example, most early freeways reached their expire and it is needed for these road to be rebuild or repair; also, for freeways that were newly built, there are also some damages because of the weather, overload and some other reasons. Generally speaking, road maintenance system jus t starts in our country. People will pay more and more attention on the maintenance other than on the construction in the future. In this way, the importance of road maintenance system can be seen.First, this paper introduced the basic information about freeways in Zhejiang province, such as structure of pavement and vehic le distribution. Second, Gray model was used to predict the models of road performance. By analyzing gray model and establishing GM(1,1) model, models have been tested. In this paper three evaluation indexes have been used to predict five typical pavement structures, they are pavement cracking index( PC I), standard deviation of surface evenness σ and pavement strength(SSI). In the end, the regularit ies of between evaluate indexes and standard axis can be gained and the reason of the difference between new and old models can be gained.Then, the process of the maintenance decision making process is discussed in this paper. A new way to divide unit was established. The evaluation standard and the goal of maintenance have been made. The maintenance standard and method has made based on different road sections. 0-1 integer programming model was used as the optimized decision- making models. By comparing and calculating two different kinds of 0-1 integer programming models, the advantages and available ranges can be showed.In the end, GUI software has been used to build the program of 0-1 integer programming and the thought and the guidance of this program has been given. According to this pro gram, results of two 0-1 integer programming models of different maintenance units can be showed.
