Construction industry is developing rapidly along with economic growth in recent years.Meanwhile,the construction enterprises which are increasing in the number and scale levels,are also facing more competitions and risks.In fact the construction enterprises pay much more attention to the project level of construction management institution than the enterprise level,which causing the project management out of the enterprise's control sometimes.Consequently they have to suffer a certain loss in project risk and the reducing of the enterprise's profitability and competitiveness.To solve the risk problem existing in the construction enterprise project control,there are four aspects discussed in this thesis as follows:(1)Firstly,the thesis analyzes the advantages and disadvantages of the current construction management institution of construction enterprise,and generalizes of the content of the construction enterprises' controlling and management under the responsibility system of project manager.Combining with the theory of enterprise management and the characteristics of enterprise risk,the thesis then analyzes the risk problems of current construction institution,demonstrating the necessity and urgency to strengthen enterprise project risk control from two aspects:institutional problems solution and policy support.And then it definites the meaning of risk assessment and figure out that the scope of enterprise risk assessment is not only including risk evaluate period,but also should be extended to the whole process of risk management.At last,this research sums up the requirements of construction enterprises' project risk assessment.(2)By utilizing the system theory and system approach,the system of construction enterprise project risk assessment model is established,through the analysis and synthesis of the enterprise project risk assessment system target,as well as the interconnected modules of elements such as risk assessment background,organization,content and process.Based on the established system model,the thesis proposes the concept of construction enterprise project risk evaluation mechanism,positioning the mechanism of risk assessment at such a stage:between the end of bidding and the start of contract signing in the process of project management.Then suitable organization scheme and system foundation are provided for construction enterprise project risk assessment,and the application steps of risk assessment are summarized.(3)From the perspective of construction enterprises,this thesis discusses the application of risk assessment mechanism in the project which has already succeed in bidding.First Risk Breakdown Structure and Accident Tree Analysis are utilized in the risk identification process,and then the grade of the risks which have been identified is evaluated,with the risk importance ranked by using the Risk Evaluation Matrix.The importance,classification and evaluation indexes of project risks faced by construction enterprises are identified and analyzed from six aspects including projects' external environment,construction conditions,financial conditions,the enterprise brand strategy,project manager competency and the terms of the contract.The construction enterprise project risks are provided with effective measures after discussing the protocoling method of risk strategies,and at the same time,a mechanism of risk assessment which can be applied in practice is built up.(4)Lastly,there's an application example using the risk assessment mechanism that has been built,feasible measures of coping with the risks is put forward.According to the effect of application,some suggestions of improvement are proposed for better application of risk assessment mechanism and higher level of enterprise project risk management and internal control.
