Value For Money Evaluation Of PPP Project For Black And Odorous Water Treatment

Due to the insufficient data accumulation,imperfect evaluation methods and government led evaluation,the value for money evaluation in China has become a mere formality.Therefore,the state has established the PPP project database of the Ministry of finance to provide the basis for data mining and analysis for the industry.At present,the research on the analysis and utilization of value for money evaluation data is still relatively small,and there is no systematic research idea.In order to explore the research and utilization method of value for money evaluation data,and analyze whether the practical process is consistent with the national policy guidance and theory,this paper analyzes the data of 297 black odor water treatment projects in the Ministry of finance project library,and 38 PPP project policy documents issued by the Central State Council and national ministries and commissions,and puts forward the research and utilization methods of value for money evaluation data To some analysis conclusions.Firstly,the policy documents are divided into basic,guidance,improvement and standard categories;secondly,referring to the reports regularly issued by the PPP center of the Ministry of finance,the statistical analysis of PPP project data of black and odorous water treatment industry can provide systematic reference for personnel in the industry;thirdly,based on 213 project data of 297 projects whose qualitative evaluation data are relatively open,the black and odorous water body treatment line is obtained The average score of value for money qualitative evaluation is 81.98;the influencing factors of qualitative evaluation are analyzed from four aspects of region,time,return mechanism and cooperation period;the index system of value for money qualitative analysis is improved based on the analysis conclusion,and the adjustment value of weight under different factors is given;fourthly,the simplified model of value for money index is constructed,and the influencing factors and influence factors are analyzed Based on the data of 143 projects in 297 projects,the average discount rate of the industry is 5.259,and the average value for money index is 12.343.Finally,it is identified that the discount rate is determined by camp Pricing model,according to "construction project economic evaluation methods and parameters",financial yield,local experience value,risk-free interest rate four categories,12 sub categories;seventh,analysis of the impact of time(Policy)factors on the choice of discount rate determination method;Eighth,from the discount rate determination method,city level,investment amount,return mechanism,cooperation period,bidding method six aspects of discount rate The paper studies the influencing factors and gets the conclusion that the project with feasible gap subsidy should choose a larger discount rate in theory,but it is smaller in practice.Finally,two projects are selected to make an empirical analysis on the qualitative and quantitative evaluation conclusions.The research results of this paper can be used as reference for the establishment of value for money evaluation in the industry,and further improve the evaluation method;it can be used for the government regulatory departments to intuitively understand the implementation of policies from the perspective of data,and provide ideas for subsequent policy formulation and quality supervision of value for money evaluation report;it can be used for the construction enterprises to comprehensively understand the current situation of the industry and judge whether the evaluation report is examined Considering the risk of enterprise operation.This paper also plays a role in attracting jade and providing reference for more extensive research and utilization of value for money evaluation data.
