Value For Money Evaluation Of Nanchong Wenfeng Sewage Treatment Plant PPP Project

With the continuous strengthening of environmental protection,China ’ s ppp model is also constantly improving and developing,Followed by social capital under the guidance of the government gradually into the field of public services,Through the capital turnover advantage of social capital,the risks of government expenditure and capital fluctuation are effectively reduced.Whether PPP model can be more advantageous than traditional projects model,it is necessary to use value for money evaluation.Whether government projects adopt the ppp model is mostly judged by the value of money.Based on the full access to authoritative information and literature on the theory of value for money,this paper constructs the qualitative evaluation and quantitative evaluation model.The case study of the PPP project of Nanchong Wenfeng Sewage Treatment Plant is carried out to analyze whether the project practice using the PPP model is operable.In the qualitative evaluation,the combination of expert scoring method and entropy weight method improves the accuracy of qualitative evaluation of value of property,and further builds the evaluation system of value of money,which provides a reference for future research on value of money evaluation,and puts forward relevant suggestions for the next stage of the project.At the same time,it provides a reference for the use of value-of-money evaluation of PPP projects.For qualitative evaluation,this paper selects six basic indicators and three additional indicators for evaluation,and with the help of relevant experts according to the specific circumstances of the project,the selected indicators are scored,and finally the weighted score is calculated,and then the entropy weight method is used to analyze the feasibility of the project,to verify,and further determine the results of the qualitative evaluation of the value for money of the PPP project of Nanchong Wenfeng Sewage Treatment Plant,whether it is suitable to choose the PPP model for operation.In view of the unique evaluation method required by the quantitative analysis and evaluation,under the assumption that the output ratios of the two models are the same,the relevant calculation models are constructed according to the existing scientific practice results to analyze the economic benefits of Nanchong Wenfeng Sewage Treatment Plant.It is concluded that the investment and production benefits of Nanchong Wenfeng Sewage Treatment Plant have passed the test,and then the PPP model can be used for the project according to the experimental results.Through qualitative and quantitative evaluation,it is concluded that the related production of Nanchong Wenfeng Sewage Treatment Plant has passed the test.This project is suitable for the PPP model.It is concluded that Nanchong Wenfeng Sewage Treatment Plant has passed the evaluation,and this project is suitable for PPP mode.For the evaluation of the financial capacity of the ppp project carried out in the next stage of Nanchong Wenfeng Sewage Treatment Plant,It is mainly based on whether to increase project publicity and whether the bidding process is optimized,and then it puts forward suggestions and summaries on the measured problems based on the actual evaluation results.
