Qualitative Evaluation Study On Value For Money Of Garbage Disposal PPP Project

With the development of urbanization in China,the demand for the disposal of garbage experienced sharp increase recently,and the requirement for the number and operation efficiency of waste treatment projects is increasing daily.In 2017,it is clearly stipulated by central ministries and agencies that the PPP mode will be fully implemented for those new waste treatment projects in which the government involves.In China,the value for money(Vf M thereafter)qualitative evaluation is mainly used to provide decision-making basis for identifying infrastructure projects that are suitable for PPP mode.The projects that pass Vf M qualitative evaluation will be integrated in Information Platform Project Management Library(PPP center project library for short)for unified management.However,it is suggested that PPP mode does not suits fine for the garbage disposal projects that are returned every month in the their later stage.Therefore,the current PPP project value for money qualitative evaluation of garbage disposal needs to be improved.This paper reviews the current literature of the value for money qualitative evaluation for garbage disposal,elaborates the concepts of PPP mode,garbage disposal,and value for money(value for money).Furthermore,this paper puts forward some improvement ideas for the qualitative evaluation of value for money of garbage disposal PPP projects,based on the characteristics and current situation of both garbage disposal PPP projects and value for money evaluation in China.Firstly,this paper makes index statistics on the value for money qualitative evaluation report of garbage disposal demonstration project in PPP center project library,and integrates it with the value for money qualitative evaluation index of garbage disposal PPP project obtained by combing a large number of value for money related literature into a preliminary index set,and then optimizes the primary index set by using questionnaire survey and factor analysis method to construct a target set that is suitable for the money for garbage disposal PPP project qualitative evaluation.Based on the constructed index system Targeted scoring standards for various indicators have been set based on the constructed index system.Secondly,I empower each index with the subjective and objective weight.I develop judgment matrix with AHP where the weight reflects the experienced judgment of PPP projects from the industrial experts.Then the entropy method is used to deal with the original data objectively,in order to reduce the subjective bias brought by expert’s subjective scoring.The subjective and objective combination weighting method retains both the experts’ subjective judgement and objectivity,thus the weight is more accurate.Lastly,I test the improved index system with one of the garbage disposal project that is on the return list.I obtain the information of a garbage disposal project that has been cleared out of the PPP center project library through the monthly return list issued by the government of the Ministry of Finance and the social capital cooperation center(hereinafter referred to as the PPP center of the Ministry of Finance).To verify the improved index system,I carry out a qualitative evaluation with the improves index system.based on its feasibility study report,implementation plan.My results suggest that the improved index system and scoring standards have certain significance,which further indicates the feasibility of this method.
