Reseach On Incentive And Restraint Mechanism Of Municipal Household Waste Resources Utilization

With the acceleration of urbanization, the total amount of household waste continue to rise, resulting in serious environmental pollution problems. Faced with severe ecological and environmental pressures, the Party Central Committee and the State Council have been made a series of decisions. The 18 th CPC National Congress highlights the importance of ecological civilization, the third Plenum proposed to strengthen environmental monitoring system, third Five-Year Plan for the first time will strengthen the construction of ecological civilization included in the five-year development goals.Currently, the process of municipal solid waste recycling in China is slow, resource-based mechanisms also exist many problems, such as paying attention to the terminal control but ignore the whole garbage management, sorting collection and source, lack of incentives for environmental protection and constraint means. Therefore, based on the advanced experience of foreign countries, this paper analyzes the current situation of resource based mechanism in our country, finds out the pain points and key points, which is the basis for the following.In the current household resource mechanism, Separation of waste disposal system and resource regeneration system is the source of the problem.Garbage disposal system shall be borne by the sanitation operator, reflect the government’s welfare; Garbage regeneration system by the market-oriented and reflect the interests of the market economy. The deviation in the system target under different phase, waste recycling has not form a closed loop circuit, and then the garbage leakage, the phenomenon of low efficiency of resources.Both goals in different systems phasor departure, garbage recycling and do not form a closed loop circuit, and then appear the leakage of garbage and low resource efficiency.In view of the above problems, this paper from the following aspects to solve:First, based on the experience of foreign countries, we construct the life garbage resource system, which is suitable for our country’s national conditions. We will guide residents to join the ranks of garbage classification; Secondly, in order to verify the feasibility of the construction of the system, this paper analyzes the cost and benefit from the perspective of residents, green banks and government; Finally, the paper constructs the corresponding incentive and restraint mechanisms, and puts forward the implementation strategy.
