At present,China is in the stage of rapid and high-quality development.The ecological environment in some regions of China has been seriously damaged,water environment problems are becoming increasingly prominent,and the task of preventing and controlling water pollution is arduous and arduous,which is not conducive to sustainable economic and social development.To effectively deal with good economic and social development and ecological civilization construction,the relationship between the urban sewage treatment facilities Di Biao transformation,energy conservation and emissions reduction,and comprehensive utilization of tail water ecological engineering will become the important means of ecological environment improvement,and the PPP model in the application of comprehensive utilization of tail water ecological engineering will become the new developing trend of the system promote the prevention and control of water pollution,water conservation and water resources management,to achieve the maximization of social benefit,economic benefits and environmental benefits.Given that the PPP model exists in the current project management applications,such as,management is not mature,the mechanism is not sound,not professional,the lack of implementation of specific project problems such as technology,finance and management ability,and can lead to many management problems in the implementation of the project,therefore,tail water under the PPP model to study the ecological problems in the process of project implementation,have certain theoretical and practical guiding significance.Based on Y tail water ecological engineering project as the specific research object of actual case,the general situation of the project and the operation mode has carried on the detailed elaboration,combined with the actual situation in the process of project management,analyzes the specific characteristics of the project,found that the comprehensive utilization of tail water ecological engineering project management process in the PPP mode exist problems such as quality,safety,schedule,cost,cause the detailed analysis of concrete problems,found that the main causes include human factors and other factors.Against the problem such as quality,safety,schedule,cost,quality control was proposed based on PDCA quality management optimization scheme,based on the safety and essential safety management of the safety management optimization scheme,based on the allocation of resources management and process optimization of dynamic adjustment schedule management,cost management based on direct and indirect expenses control optimization solution.In order to ensure the smooth implementation of the optimization scheme,relevant guarantee measures such as organizational guarantee,resource guarantee,safety and quality culture guarantee,process monitoring and performance appraisal are formulated.
