Research On Emergancy Management Mechanism Against Sudden Natural Disasters By Government

In recent years, there are so many sudden natural disasters happened in China, the natural zones with broad distribution reflects various kinds of natural disasters and spread to a wide range and so on. Frequent natural disasters not only cause inconvenience to people's daily life, but also threat people's life property safety, thereby affecting the whole social progress and harmony. Natural disasters are a kind of emergency, with unpredictability, urgency, contingency, destructiveness and irresistible sex etc. When the disasters happened, the government should start the Emergency Plan immediately to relieve the disaster. The sudden natural disasters with the scale of the far-reaching influence and strong destruction effect it's difficult to make the Decision-making Plan.Several big earthquakes, floods, landslides and other natural disasters suddenly happened, caused our government and people immeasurable material and spiritual loss, sparked the whole society to abrupt natural disaster emergency management's attention. During this period, in order to deal with the sudden natural disasters have also been continuously improving the management level, and obtained a certain result. However, the Natural Disaster Emergency Management System also existed some shortage, still can't satisfy people's expectations and the requirements of social development.This thesis first introduced the Chinese government to sudden natural disasters management research background and significance, and to domestic and international research status is analysed and sudden natural disasters and other disasters made to define the concept of our country, natural disaster emergency management in early warning mechanism, the construction, plan system's law, superior government, as well as between cities linkage system is analyzed. The paper also on developed countries paroxysmal disaster emergency management characteristics in China was summarized, the basic national conditions and puts forward some effective countermeasures. First of all, to strengthen our abrupt natural disaster emergency management in early warning mechanism and plan system construction, from natural disasters and characteristic of science and technology are also described. Secondly, From the division of rights and obligations, improve the operational aspects of the legal system of the construction of natural disasters. Finally, based on hierarchy government cooperation, the construction of urban linkage system unceasingly consummates, establish a suitable for China's national conditions and efficiency to deal with emergency management system of natural disasters.
