Taicang,as the "tail of the river and head of the sea" in the golden waterway of the Yangtze River,is adjacent to Shanghai and has excellent geographical conditions.It is an important transportation hub in the economic zone of the Yangtze River Delta.In recent years,with the rapid development of China's national economy,Taicang's port and shipping economy has developed rapidly.The navigable environment of ships in the waters of the Taicang section of the Yangtze River is becoming more and more complicated,the phenomenon of concentrated intersection of ships is becoming more and more obvious,and the safety situation on the water is becoming worse.Due to the accidental nature of water traffic accidents,and the characteristics of large losses,difficult rescue,and large social impact,it will not only affect the continuous stability of the Yangtze River Taicang navigation situation,but also bring great loss of life and property to the general public and unfavorable society.As a result,the contradiction between the vigorous development of Taicang's shipping business and the status quo of safe production has gradually intensified.This article analyzes the actual situation of Taicang Por's water traffic safety management and the functions of the wading management department,and has a clearer understanding of the current status of Taicang Port's water traffic safety'.It proposes the actual problems in Taicang Port's water safety management,such as maritime affairs.The law enforcement boundaries of on-site supervision are not clear,the responsibility of the enterprise main body is not in place,the public's safety awareness is inadequate,the frequent crossing of the channel by container ships leads to frequent accidents,and the increasingly large ships lead to more difficult supervision.Combined with the relatively advanced management experience at home and abroad,focusing on the public management perspective,in-depth discussion on improving the water safety management capabilities of Taicang Port is aimed at improving the maritime management agencies' ability to respond to sudden water accidents on the water,scientific planning of daily supervision,and rescue jobs.This article puts forward suggestions and opinions on maritime safety supervision from the aspects of improving the legal system,clarifying responsibilities,strengthening management,enhancing emergency response capabilities,strengthening supervision and urging enterprises,and raising public safety awareness,so as to effectively improve the maritime management agency's maritime safety supervision level and emergency response capabilities,reduce The occurrence of water traffic accidents has practical significance for maintaining the continuous and stable water traffic safety of Taicang Port and promoting the rapid development of local economy in Taicang.
