Study On Water Traffic Safety Management In Taizhou Section Of The Yangtze River

Taizhou city is located in the middle of Jiangsu Province,bordering on the Yangtze River in the south.Since ancient times,it has been known as "land and water important Tianjin,throat according to the county".Taking advantage of the Yangtze River economic belt and the "one belt and one road" policies,the advantages of Taizhou River and sea integration have been constantly highlighted.Along the Yangtze River,the industry has developed rapidly,the scale of the port has been expanding continuously,the volume of business has been rising continuously,and the port industry has been growing continuously,and has become the "Diamond axis" and "Jianghai hub" of the Yangtze River golden waterway interconnection between the East and the west,and the north and south wing.At the same time,Taizhou Yangtze River has also become one of the waters with the highest navigation density,the busiest shipping and the most difficult supervision of the Yangtze River trunk line.The potential risks of water traffic accidents have increased,and there are particularity of water traffic accidents,such as poor controllability,large economic losses,difficult rescue and great social impact.The difficulty and pressure of water safety supervision of the maritime department have been increasing.Based on the analysis of the current situation of water traffic safety management in Taizhou section of the Yangtze River,this paper reviews various measures and achievements of water traffic safety management in Taizhou section of the Yangtze River,makes a more accurate positioning for the current situation of water traffic safety management under the jurisdiction of Taizhou maritime safety administration,and puts forward the shortcomings and deficiencies of water traffic safety management in Taizhou section of the Yangtze River,such as repeated illegal acts of water transport ships The navigation order of some segments on the water is relatively chaotic,the information equipment can not meet the regulatory requirements,there are regulatory loopholes in the prevention and control of pollution from water ships,and the emergency response capacity of water emergencies is insufficient.Using the theories of collaborative governance and risk management,this paper makes an in-depth discussion on improving the governance ability of water traffic safety in Taizhou section of the Yangtze River,in order to improve the modern governance level of water traffic safety in Taizhou section of the Yangtze River.This paper puts forward improvement countermeasures from five aspects:improving the comprehensive management mechanism of water traffic safety,continuously improving and optimizing the order of water navigation environment,strengthening the modernization level of information and equipment,continuously strengthening the pollution prevention and control level of water ships,and continuously improving the level of water emergency search and rescue disposal.The Countermeasures of water traffic safety management are put forward from five aspects,which are helpful to maintain the stability and controllability of water traffic safety in Taizhou section of the Yangtze River,It is of great practical significance to help the high-quality development of Yangtze River shipping.
