| In recent years,the natural ecological environment has faced enrmous pressure as a result of rapid social and economic development,and environmental problems have now become a sharp and complex contradiction due to the gradual decline of the global environment.Environmental pollution,resource scarcity and environmental degradation have had an unprecedented impact on government policies,business strategies and consumer behavior.It faces unprecedented challenges especially for highly polluting sectors.In this context,the economic development regime of Chinese steel companies,as a representative industry in highly polluting industries,must be transformed into environmentally friendly,low carbon and environmental protection.The steel industry is an industry with high energy consumption,high pollution and high carbon emissions.Energy consumption in the steel industry represents 15% of total energy consumption in China.a.In 2019,crude steel production in iron and steel plants accounted for almost 1 billion tones and reached 99.634 million tones.By 2020,crude steel production is expected to increase by around 4%,which is the number one priority in worldwide crude steel production.While the steel industry makes an indispensable contribution to China’s economic development,energy saving and emission reduction have become a major issue that the Chinese steel industry must pay attention to.In 2005,the state announced a ’policy for the development of the iron and steel industry’ requiring a comprehensive energy consumption target for industry per tone of steel to be reduced to 0.73 tons of standard coal in 2010 and comparable energy consumption per ton of steel to 0.685 tones t.The ’regulations’ set new requirements for reducing CO2 emissions and the scale of production of steel companies.At the Climate Change Conference in Paris(COP21)in 2015,China made a commitment to reduce CO2 emissions: China will achieve carbon dioxide emissions by 2030 Maximum value and maximum effort in the shortest time-carbon dioxide emissions per unit of GDP in 2030 60% to 65% lower than in 2005.At the same time,CO2 reduction indicators have been added to long-term planning of social and economic development and comprehensive environmental control policies have been formulated,which is undoubtedly the main impact and challenge for Chinese steel companies.In order to win this elimination competition,we need to build a system of environmental performance assessment based on the real characteristics of today’s steel industry.This can not only encourage the iron and steel industry to adapt to the new environment,scientific and effective evaluation and evaluation,but can also help stakeholders and government function departments adapt to the new situation.The Environmental Behavior Assessment method integrates environmental factors into economic assessment and is the perfection of traditional methods of assessing performance in a low-carbon context.At present,the assessment of the environmental performance of Chinese iron and steel companies is still incomplete and lacks in-depth discussion and research.As a comprehensive and comprehensive evaluation method,a balanced evaluation card replaces the shortcomings of traditional performance evaluation methods,and is a method of evaluation that is widely accepted worldwide and has the advantage of better integrating business strategy and performance management.This article also focuses on environmental behavior,observance of the principles of importance and in importance,put non-financial and financial indicators together,and building a system for assessing ZB’s environmental behavior based on four dimensions of a balanced score card and 28 indicators.In this process,the entropy method is used to determine weight and performance,making the results more realistic and objective.ZB’s Environmental Performance Assessment survey found that the company’s corporate governance and environmental security management deficiencies reflect some of the steel industry problems and proposed solutions. |
