M Coal Chemical Industry Companies Contract Life Cycle Management Research

The life cycle management of contract runs through the whole process of project management.Therefore,it is of great significance to strengthen contract life cycle management and improve the level of contract life cycle management to ensure the successful completion of the project.Based on the existing problems in the actual contract management process of M coal chemical enterprise in China,this paper analyses the problems in the whole life cycle management process of the enterprise’s contract one by one: the problems in the management link include the inconsistency between the scope of work and items agreed upon in the contract and the project establishment,unreasonable blocking price and setting of the base bid,and the non-cooperation of the selection negotiation or evaluation committee.For the sake of counteraction,the procurement method chosen is not applicable to the actual project contract management,and the selection of potential suppliers is not standardized.The problems in the contract contents include that the quality insurance clause is not agreed or agreed on,the liquidated damages clause is not agreed or agreed on,and the payment method is unreasonable.Aiming at the practical problems of contract management in M Coal Chemical Enterprise of Inner Mongolia,this paper takes the whole life cycle management of contract as the main line,deeply analyses the problems existing in various types of contract management and their causes,and makes a detailed induction and analysis.It concludes that the causes of contract management problems in this enterprise are as follows: imperfect management system,inapplicability of negotiation/bid evaluation experts and negotiation scheme.The problem of contract text and the discontinuity of contract management.Then the corresponding improvement measures are put forward for the problems existing in the contract life cycle management process: revising and perfecting the current contract management system,perfecting the bid evaluation and contract negotiation system,improving the quality of contract text,using the application of electronic information system to ensure the consistency and coherence of contract management,and establishing the post-contract evaluation system.At the same time,this paper compares and evaluates the effect of the improvement measures.By comparing and analyzing the relevant data of contract management before and after the implementation of improvement measures,the improvement measures of contract life cycle management of the enterprise have played a good implementation effect,and then effectively promoted the implementation process of enterprise contract life cycle project management.
