Research On Government Governance Mechanism Of Daihai Lake Ecology

Located in Wulanchabu City,Inner Mongolia Autonomous Region,Daihai Lake is one of the important inland lakes in the region.The Daihai River Basin is located in an important node of the South Asia to Siberian Ecological Corridor.It is an important ecological barrier around Beijing and Tianjin and an important part of China's "two screens and three belts" ecological security strategy.Daihai is the core area of ecological protection in the central part of Inner Mongolia Autonomous Region and plays an extremely important role in safeguarding the regional ecological environment.As an autonomous region-level lake and wetland nature reserve,Daihai is also an important habitat for breeding wildlife,with important functions such as biodiversity protection.However,in recent years,the ecological environment of the Daihai River Basin has continued to deteriorate,with reduced water volume,shrinking lake surface,worsening water quality,severe damage to wetlands,and serious soil erosion in the watershed.The emergence of these problems has aroused great attention from the central and local governments,and environmental governance must not be delayed.This article is based on the ideas of "document sorting,concept analysis,status quo research,problem analysis,experience comparison,and suggestion".It mainly adopts methods of literature survey,empirical and case analysis,and theoretical research to carry out investigation and demonstration.First of all,the literature materials related to the construction of the governance mechanism of the lake basin eco-government are summarized,classified and sorted out,a theoretical framework is constructed,and key points are refined.Secondly,it explores and extracts the interpretation of the main concepts,and summarizes the main views,utility and structure of the government governance mechanism of lake basin ecology.Third,it expounds the natural ecologyand socio-economic profile of the Daihai Lake Basin,and summarizes the ecological problems and causes of Daihai in the three areas of water resources,water quality,and water ecology at this stage.Fourth,based on the relevant contents of the “Daihai Lake Water Ecological Protection Plan(2017)” of Ulan Qab,enumerate the government's implemented governance measures and effectiveness,combined with the environmental supervision of the central supervision group Feedback refers to the problems and causes of the operation of the government governance mechanism.Fifth,enumerate the effective methods in ecological management of Lake Biwa in Japan and Poyang Lake in China,and extract the management experience that can be used for reference.Finally,it proposes three categories and 11 sub-items for the construction of ecological governance mechanism in the Daihai Lake area,which is expected to play a positive role in the future governance.
