With the rapid growth of China ’s urban economy and the increasing size of cities,people ’s demand for public services has also gradually increased,and General Secretary Xi Jinping has repeatedly instructed the launch of the “toilet revolution” at various meetings.However,traditional public toilet construction and operation modes and management systems and mechanisms have been difficult to adapt to urban development and people’s daily life needs.As one of the public products of the society,how to consider fairness and efficiency,innovate management and operation methods,and improve the level of public services is of great significance.As a bridge between the public and private sectors,PPP can not only ease the government’s financial burden on the project,but also use the market to improve the operating efficiency and service effectiveness of urban public toilets.Nowadays,the application of the PPP model to the construction of urban public toilets has become an ideal solution recognized in the world.In recent years,it has also set off a boom in the construction of urban public toilets in China as an innovative method.However,due to the late development and lack of experience,there are still a series of problems in the process of applying the PPP model to the construction of urban public toilets in China.Exploring the influencing factors of the PPP model in the construction of urban public toilets in China is the fundamental solution to these problems Of the policy.Based on this background,this article sorts out the current relevant literature on PPP mode and urban public toilets,combines the current development status and operation mode of PPP mode in the construction of public toilets in China,and proposes government policies based on related concepts and theories.,Supervision and management,incentive mechanism,risk allocation,enterprise strength,and investment return mechanism may affect the PPP model in the construction of urban public toilets.So next,the author makes a comparative analysis on the success or failure of the case of the current PPP model in the public toilet industry.Through quantitative analysis of 18 cases with strong representativeness and influence,it is found that the government policy,supervision and management,incentive mechanism,risk allocation,and investment return methods will affect the project results ofthe PPP model in the construction of urban public toilets.Make an impact.Therefore,this article puts forward suggestions for optimizing the PPP model in the construction of urban public toilets from these five levels,with a view to providing reference for the long-term development of the PPP model in the urban public toilet industry.
