Research On Urban Garbage NIMBY Crisis Transformation

Garbage disposal facilities have caused frequent protests,and the means of group resistance have escalated.The initial dissatisfaction,complaints,petitions,etc.have escalated into parades and even violent conflicts,which seriously threaten social security and stability.How to solve the conflicts caused by garbage facilities scientifically and effectively has become a new challenge facing the government.At present,urban garbage management mainly starts from the perspective of garbage itself,and does not study from the perspective of social problems and crisis management caused by garbage disposal.The research on NIMBY problems started late in China,and most of them are based on case studies,lacking common models and methods.This paper relies on the National Social Science Fund’s major project "Research on the Principles and Methods of Urban Garbage Crisis Transformation"(16ZDA045),from the perspective of urban waste avoidance crisis,and provides research materials for solving urban garbage NIMBY crisis.The main research contents and results of this paper are as follows:Firstly,based on the research theme of urban garbage NIMBY crisis transformation,the research results of scholars are sorted out and summarized from the perspectives of crisis and public crisis,urban garbage crisis and NIMBY crisis.On this basis,urban garbage NIMBY crisis is defined.Concept and summarize the current status of urban waste avoidance crisis.Secondly,based on the hierarchical holographic model,it analyzes the influencing factors of u urban garbage NIMBY crisis from the multi-dimensional and multi-level analysis of urban garbage NIMBY crisis components,garbage conversion process,case induction analysis,etc.and uses expert investigation method to further optimize the screening of key influencing factors.Based on the analysis of the mechanism of action among the influencing factors,this paper proposes that the urban garbage NIMBY crisis follows the evolutionary logic of “starting-bearing-convergence-changing” and forms “objective risk-perceived risk-social stability risk-NIMBY event” urban garbage NIMBY crisis chain evolution structure.Then,based on the mechanism of action between the influencing factors,the urban garbage NIMBY crisis system is divided into urban garbage generation subsystem,objective risk subsystem,perceived risk subsystem,social risk subsystem,and NIMBY event subsystem,according to the influencing factors.The causal relationship between the causal relationship diagram and the system flow diagram,comprehensively use expert scoring method,fitting analysis and other methods to scientifically quantify the various influencing factors variables and model equations,and construct a dynamic model of urban garbage NIMBY crisis system.Finally,taking the Guodingshan Garbage Incineration Plant Project in Wuhan as an example,using the constructed urban garbage NIMBY crisis system dynamics model,through the simulation of the urban garbage NIMBY crisis single factor and multi-factor transformation strategy in different scenarios,To provide decision-making advice for Wuhan City to cope with urban garbage NIMBY crisis.The empirical study on the transformation of urban garbage NIMBY crisis in this study shows that:(1)The urban garbage NIMBY crisis system dynamics model based on the influencing factors and mechanism of urban garbage NIMBY crisis can be well applied to the urban garbage NIMBY crisis transformation,and the simulation results are consistent with the actual situation.Sex.(2)The effect of the current crisis transformation factors of the G Guodingshan Garbage Incineration Plant: Benefit Compensation>Citizen Participation Level>Garbage Disposal Site Selection>Garbage Separation and Recycling.The Guodingshan Garbage Incineration Plant Project is more sensitive to the compensation of interests and the location of garbage disposal facilities,and the waste separation recovery rate takes a long time to have a significant impact.(3)The effect of urban garbage NIMBY crisis transformation strategy has certain substantiveity.Once the urban garbage NIMBY crisis begins to form,the effect of crisis transformation means needs to be highlighted at intervals.Among them,urban garbage NIMBY crisis is the most sensitive to interest compensation.
