In recent years,China has keep forging ahead a new world of development,the requirements of the quality of life is increasing.However,the effect of adjacent obstacle problem has seriously hindered the development of city function make up industry.Under this background,China is facing triggered large-scale conflict,to reduce social and economic efficiency and damage the credibility of the government of the NIMBY dilemma.The China type NIMBY conflict and extremely violent and difficult to reconcile with China characteristics,can not copy the developed countries NIMBY conflict model,we need an antidote against the disease.Waste incineration facilities as the typical representative of NIMBY,full.The research on it can help us clarify the NIMBY conflict context to explore the core factor in the conflict.The aim of this paper is to waste incineration facilities as an example,to find out the truth of NIMBY,and then puts forward some suggestions based on the mechanism.After reading many studies of the scholars,the lack of information as the core effect mechanism of NIMBY to construct subjective utility model,trying the game theory to find out the key of NIMBY conflicts,information asymmetry lead to deviations from the evaluation of environmental losses.Then,using the method of case study,summarizes ten typical cases garbage incineration industry is due to the NIMBY conflict,lack of avoiding conflict in neighboring residents to communicate with the builders of information,verification of the model in the every part,namely,the lack of communication leads to information asymmetry,so that people in the fight to get a loss misvalued,so residents to take tough resistance strategy,causing NIMBY conflict.This paper,from the information asymmetry into residents’ subjective probability judgment in the utility function,the rank dependent utility function to describe the NIMBY facilities to the residents of the damage,the model will be judged as the residents of the weight loss evaluation of subjective probability,the subjective judgment by the "mood" of the forms.Therefore,the builders and residents as the two sides of the game,talk about the decision behavior under asymmetric information.Citing "Hawk dove game" this two form on behalf of the residents and builders are chosen by both the game and a tough decision: compromise,strong resistance and control of government in reality of the residents Compulsory construction and other acts.The focus is try to find out the information asymmetry factors,in the case of a key process to avoid conflict analysis o the lack of links,from the results,the location in a representative case,the EIA and construction supervision are the lack of public participation,to infer the NIMBY conflicts of poor communication is the key factor.It is said that the lack of information is the critical to led to residents emotional andsubjective,in the game,leading to the construction of NIMBY opposition activities become emotional vent,rather than in a calm mood negotiate solutions.The experience in dealing with problems on the lack of NIMBY,and therefore the residents contradiction misunderstanding,let the residents to participate in the construction project of the NIMBY to will be able to solve NIMBY conflict,eliminate information asymmetry is NIMBY way.Based on existing literature,we can see that the "NIMBY" problem is not a system,"NIMBY" subsidies and does not take into account the factors of asymmetric information,the behavior of some theory into the interpretation of NIMBY,have certain significance.And the existing research use value is not high various factors,need comprehensive analysis of NIMBY,can not be biased.This system is constructed under information asymmetry NIMBY effect model,enrich the literature of such research.This paper use rank dependent utility function,emotional function in the aptly describes both the residents and the government behavior.The subjective utility function and game theory shows that both the choice of causes and results against the decision,and Chinese NIMBY conflict situation with research methods with practical value.Throughout the paper,the article is aim at the dilemma of the development of similar waste incineration NIMBY facilities such corresponding industries,and information asymmetry is the core problem lied in project builders residents.It also involves the old disease of public policy,so the adjacent solution to avoid conflict remains to be found in the following the study is more mature.
