Research On The Effect Of Environmental Regulation On The Optimization Of Industrial Structure

Since China 's economy has entered the ?new normal?,the focus of economic growth has shifted to the goal of high-quality and high-efficiency development.The trade-off between economic growth and a beautiful ecological environment has become more urgent and important.The contradiction between protection becomes acute.In recent years,the total economic growth of Yunnan has not been optimistic.It is still a typical underdeveloped province.Regional economic growth is under great pressure,and new economic engines are urgently needed to promote rapid economic transformation and growth.Therefore,an in-depth assessment of environmental regulatory the effect of the optimization of industrial structure in Yunnan Province is of great practical significance.In terms of theoretical analysis,this paper starts from the relationship between environmental regulation,resource endowment,ecological civilization,and industrial structure optimization,and analyzes the mechanism of environmental regulation and ecological civilization construction on the optimization of regional industrial structure.Hard constraints and soft constraints jointly affect the optimization of industrial structure.In addition,the characteristics of regional resource endowment will affect the effect of environmental regulations on the optimization of industrial structure.Further,taking Yunnan Province as an example,the environmental regulation practice history of Yunnan Province,the trends and characteristics of industrial structure changes in Yunnan Province are analyzed,and Yunnan 's own resource endowment characteristics and the background of ecological civilization construction are analyzed.The study finds that environmental regulations after 2013,the increase in intensity has a more obvious promotion effect on the advanced industrial structure in Yunnan Province,but has no obvious effect on the rationalization of the industrial structure.In terms of empirical testing,this paper collected panel data of 16 cities in Yunnan Province from 2008 to 2017.By constructing environmental regulation indicators,it tested the impact of environmental regulation on the rationalization and advanced industrial structure of Yunnan.The research in this paper finds that the impact of environmental regulation on the rationalization of industrial structure is not obvious,but there is a nonlinear relationship,and the robustness test still supports this result;while environmental regulation has a significant positive effect on the advancement of industrial structure,and this The results are quite robust.Heterogeneity tests according to economic development level show that environmental regulation has a significant role in optimizing the industrial structure of cities with higher levels of economic development,but has no significant impact on states with lower levels of economic development;whether it has stronger tourism The heterogeneity test conducted by the resource endowment shows that environmental regulation has no significant impact on the industrial structure optimization of cities with strong tourism resources,which indicates that local governments have higher incentives to implement higher environmental regulation intensity,and for those without strong tourism As far as the resource-based cities are concerned,environmental regulations are conducive to the optimization and promotion of the industrial structure.Furthermore,this article believes that the interaction between regions will affect the surrounding economy.Therefore,this article examines the spatial correlation between the rationalization of industrial structure,the advanced industrial structure,the intensity of pollution,and the intensity of environmental regulation.Structural rationalization and regional pollution intensity have spatial correlation in most years,while environmental regulation intensity has significant spatial correlation in only a few years.Combining theory with empirical tests,this paper believes that the imbalances between environmental regulation,resource endowment,and industrial structure optimization will affect the effect of environmental regulation.A reasonable combination of Yunnan's resource endowment advantages and latecomer advantages can promote further optimization of the industrial structure for Yunnan Economic development of the leaps and bounds.The empirical test results show that environmental regulation has an important role in promoting the advancement of industrial structure,and that there is no obvious inflection point between environmental regulation and advanced industrial structure.Adjust the intensity of environmental regulations as much as possible to better promote regional economic development and industrial structure optimization;the impact of environmental regulations on the rationalization of industrial structure is not obvious,but there is a nonlinear relationship.The spatial correlation of the intensity of environmental regulation is not obvious,which shows that the level of coordination between the resource endowment and the intensity of environmental regulation among cities needs to be improved.Finally,based on the theoretical and empirical results,this paper draws policy implications suitable for the optimization of Yunnan 's industrial structure: it is necessary to make reasonable use of the advantages of late development and fully combine the characteristics of Yunnan 's factor endowment to improve the level of industrial structure in Yunnan;At this time,we need to be vigilant against pollution transfer strategies of enterprises;selectively implement the catch-up strategy to increase the proportion of connotative economic growth and development models.
