| China ’s economic development has entered a new normal that is different from the past.In addition to striving to maintain the overall situation where the economy is still growing at a medium and high speed,the government has paid more attention to exploring new approaches to solve problems caused by past development.The ongoing supply-side reform is one of the reform directions that are being vigorously implemented.This shows that the industrial adjustment must match the current economic situation.At the same time,China’s industrialization process poses a threat to a good ecological environment and a comfortable living environment.China is forced to accelerate the pace of optimizing and improving its existing industrial structure in severe air and water pollution.Facing many problems such as resource depletion,environmental pollution,ecological imbalance and many other issues,how to achieve economic growth and multi-level coordinated development in China through environmental regulations is particularly urgent.Therefore,the impact study on city industrial structure of environmental regulation has theoretical and practical significance.This article focuses on two issues.First,in the context of China ’s vigorous promotion of ecological and environmental protection in parallel with economic development,how strong is the implementation of environmental regulations in cities with different types of resources;? First,this article uses Cite Space to systematically sort out existing literature from two major aspects,domestic and foreign.The research of industrial structure mainly focuses on the relationship between economic growth and green development.Secondly,at the theoretical level,there are externality theory,environmental Kuznets curve,and so on to explain environmental regulation.Then,the influence path of industrial structure and environmental regulation is analyzed by the theory of industrial structure evolution and transfer gradient.Environmental regulation has mainly adjusted industrial transfer and city industrial structure adjustment through barriers,regional transfers,substitution effects,and innovation compensation.Subsequently,the article analyzes the five processes of the evolution of China’s current environmental regulatory system,and interprets the current implementation status from the perspective of regulatory means and governance status,so as to have a clear understanding of the contradiction between environmental regulation and industrial structure in China.After the mechanism analysis and status analysis,the empirical analysis part based on the simple panel data regression model is introduced.This paper uses the panel data of 204 different resource types in China from 2015 to 2018 to construct the fixed-effect model of environmental regulation on rationalization of industrial structure and optimization of industrial structure.In the end,it is concluded that,nationally,environmental regulations will indeed promote the rationalization and optimization of city industrial structures.From the perspective of classification,the impact of the regulation of resource-based cities on the rationalization and optimization of industrial structures is less than that of non-resource-based cities,and the impact of environmental regulations on the rationalization of industrial structures in resource-based cities is different. |
