With the rapid development of Xi'an economy,the construction waste generated during the urban construction process has increased year by year,the emission of automobile exhaust gas has also increased,and the superposition of various areas such as coal-fired heating and dust in autumn and winter,which makes the fog of Xi'an The pollution is becoming more and more serious,which has a great impact on people's normal life.Xi'an has become one of the cities with serious smog pollution in the country.Due to the long-term and complex nature of smog pollution,its governance will also be a long-term and complex process that cannot achieve immediate results.Therefore,accelerate the process of smog pollution control in Xi'an and establish a long-term smog pollution control in Xi'an.Effective legal mechanism has become an important task for urban construction in Xi'an at this stage.Through field research and data search,this paper understands the current situation of smog pollution in Xi'an,and studies the current situation of smog control in Xi'an by combing the relevant laws and regulations and local policies of smog control in Xi'an,and analyzes the current smog control in Xi'an.The main problems existing in the paper and suggestions for improvement are aimed at forming a long-term legal mechanism for smog management in Xi'an.At the legislative level,Xi'an has formulated regulations and policies related to smog governance,but has not yet formed a complete and long-term smog governance legal mechanism.At the law enforcement level,Xi'an Environmental Law Enforcement Department has taken a series of measures.Actively managing smog,but there are also shortcomings such as lack of long-term measures and end-of-pipe treatment.In the autumn and winter,the smog pollution in Xi'an stillconsumes public health.Some cities in China and abroad have also suffered from smog pollution,and their successful experience in treatment can be used as a reference for the management of smog in Xi'an.In the construction of a long-term legal mechanism,we must first improve the legislative guarantee mechanism for smog governance in Xi'an,so that the smog governance policy in Xi'an is legalized and normalized.Secondly,the smog control measures of environmental law enforcement departments in Xi'an should be strictly implemented to strengthen law enforcement.Finally,it is necessary to strengthen the long-term smog governance guarantee mechanism,implement long-term coordinated management of Guanzhong urban agglomerations,strengthen gridded smog governance and supervision,implement the motor vehicle travel total regulation mechanism,and improve the internal supervision system and improve external supervision.In terms of operability,it improves the supervision mechanism of smog pollution control,improves the information disclosure and public participation mechanism of smog pollution,and forms a situation in which all people participate in the management of smog,thus forming a long-term governance mechanism for smog pollution control in Xi'an.
