The haze gradually evolved from regional air pollution to national air pollution,which caused serious harm to human health,crop growth and transportation,and other areas and there is little effect in the process of governance.From the perspective of the legal system,the main reason is that the legislation is disorganized and legislative institutions do not negotiate with each other,the law enforcement is disorderly and the supervision is inadequate,the judiciary is not rigorous and ineffective.Based on this,we should perfect the legislation,law enforcement and judiciary.As for legislation,adhere to the principle of attaching equal importance to environmental protection and economic development,establish the principle of differentiated treatment of environmental governance standards and the mechanism of ecological compensation for air pollution control,and build a coordination mechanism for prevention and control of air pollution,pay attention to the status quo of air pollution control and improve the legal part.As for law enforcement,set up a special air pollution prevention and control agencies,promote to reach a joint prevention and control administrative agreement for haze governance between the governments,establish a high level law enforcement team.as for judicial,perfect the environmental public interest litigation system,change the jurisdiction of the first instance of environmental public interest litigation case and protect the practical effect of judicial restraint.
