China's tobacco has been making great contributions to improving the quality of tobacco and increasing the accumulation of national wealth because of the implementation of the tobacco monopoly system.It is an important stage of strategic transformation for Tobacco enterprises in three ways,such as the in-depth implementation of the United Nations framework convention on tobacco control,the deepening of supply-side reform,and the in-depth implementation of the “three products” strategy.Under this background,Gannan tobacco company,as a prefecture-level unit in the tobacco industry,is currently facing transformation from growth in number to growth in quality.The strategic goal proposed is to promote the transformation of company organization from growth in number to growth in quality,and realize the importance of performance appraisal in management.It is a crucial problem for Gannan tobacco company to implement performance management within the company and comprehensively assess performances on the company's business and the position.Although there are some achievements,there are still many problems.That is because the company started relatively late and is still in the exploration stage since the implementation of performance management in the company.Based on the research of Gannan tobacco company performance management,this thesis analyze the existing problems and causes in current performance management system,use the method of literature research,field investigation,questionnaire and so on.This thesis also apply many scientific methods,such as PDCA cycle theory,system theory,and the theory of balanced scorecard,Kanban principle,combined with the unit management present situation and the strategic objectives.This thesis will put forward the ignored indicators in decomposition and transformation,ignored participation of the appraisal personnel,imbalance between index and target to analyse Gannan tobacco company performance management in-depth..Ultimately,the thesis is aimed to develop a more reasonable performance management mode for Gannan tobacco company,motivate employees to improve in performance,bring continuous improvement of staff's ability and responsibility,improve the work of departments of executive force.Only in this way can bring effective transmission in company planning direction and work aim,perfect the incentive constraints mechanism,achieve comprehensive,objective and accurate evaluation of staff performance and enhance the vitality for Gannan tobacco company.At present,only little research is made on the performance management system oftobacco commercial enterprises in China.This thesis is aimed to realize these ultimate purposes through the research on the performance management of Gannan tobacco company.The purposes are as follow,to continuously optimize the performance management of Gannan tobacco company,improve the incentive and restraint mechanism,and promote the realization of the strategic goals of enterprise development.Certain pertinence and feasibility can be seen with the proposed performance management optimization scheme in this thesis.Therefore this scheme can be used for reference by other municipal and state tobacco companies in performance evaluation optimization.
