Energy is the material basis for the survival and development of human society and plays an important role in the national economy.Since the reform and opening up,China’s economy has made remarkable achievements and became the second largest economy in the world in 2010.With the rapid expansion of the economy,the demand for energy is also increasing.According to the National Bureau of Statistics,China’s total energy consumption reached 4.49 billion tons of standard coal in 2017,an increase of 2.9% compared with last year,of which coal consumption accounted for 60.4%.However,energy-intensive and pollution-intensive industries still occupy a high proportion currently in China.Such extensive development mode makes the energy consumption required per unit of GDP not only higher than that of developed countries such as Europe and the United States,but also higher than that of developing countries such as Brazil.This has caused problems such as excessive consumption of energy resources,low economic benefits and serious environmental pollution,which have greatly hindered China’s sustainable development.On the other hand,since the United Nations Climate Change Conference was held in 2009,energy conservation and emission reduction actions have become a hot topic of global concern,and China has put energy conservation and emission reduction on the agenda of future development.In order to alleviate the contradiction between the sustained rapid economic growth,the increasingly scarce energy resources and the increasingly serious environmental pollution,a more effective efficiency evaluation of the energy environment needs extensive attention.Firstly,this paper reviews the literature on stochastic factors,energy consumption and environmental treatment,and two-stage efficiency measurement.Secondly,the situation of energy environment double-process in China is expounded,and the reasons for combining the energy consumption subprocess with the environmental treatment subprocess are explained.In addition,this paper introduces the basic theory of efficiency measurement combined with the double-process of energy environment.In order to make efficiency evaluation more accurate,DEA method and SFA-like method are combined to eliminate the stochastic factors of energy consumption subprocess,and it can be found that R&D level and industrial structure have an impact on efficiency measurement.Furthermore,based on the ideas of frontier analysis and the principles of energy conservation and emission reduction,this paper constructs an E2 E network model that considers stochastic factors to measure the double-process efficiency of energy environment,energy consumption subprocess efficiency and environmental treatment subprocess efficiency.Among them,the E2 E network model is the abbreviation of "energy consumption(E)to(2)environmental treatment(E)".It combines the energy consumption subprocess with the environmental treatment subprocess,and connects them with the intermediate output.Then,this paper discusses the two cases of whether the intermediate output is all used or partially used as input to the environmental treatment subprocess.Finally,an empirical research is carried out based on the relevant indicator data of 30 provinces in China from 2010 to 2017 and some useful conclusions can be obtained through horizontal and vertical analysis of the empirical results: 1)In general,the energy environment double-process efficiency,the energy consumption subprocess efficiency and the environmental treatment subprocess efficiency of provinces with better economic development in China are higher than those of economically backward provinces,and the gap is obvious.2)The energy environment double-process efficiency and the energy consumption subprocess efficiency of most provinces in China is relatively low,while the environmental treatment subprocess efficiency is relatively high.3)About half of the provinces in China have the development potential in improving energy environment double-process efficiency,while about a third of the provinces are showing a positive state in the future development trend of the energy consumption subprocess and the environmental treatment subprocess.
