Case Study On The Implementation Of Ecological Poverty Alleviation In Cangxi County,Sichuan Province

At present,China is in the important period of the 13 th Five-Year Plan,and is also the decisive stage to achieve the goal of "the first century" and build a well-off society in an all-round way.In this particular historical period,poverty alleviation and ecological environmental protection are two important missions for China's development.Since the Eighteenth National Congress of the CPC was held,the construction of ecological civilization has been integrated into the overall layout of "five in one".Building a well-off society in an all-round way has become the primary task of the strategic layout of "four in an all-round way",which fully reflects the great importance attached by the Party and the state to the economic,social and ecological environment issues.Looking back on the overall thinking of promoting poverty alleviation since the reform and opening up,we can see that with the gradual improvement of China's economic level,the thinking of poverty alleviation has gradually changed from the initial "relief-oriented poverty alleviation" to the "development-oriented poverty alleviation" and then to the present "precise poverty alleviation".Comrade Xi Jinping's idea of precise poverty alleviation is an important guiding ideology of our government on poverty control at present and in the future.Ecological poverty alleviation is the extension and development of precise poverty alleviation thought in the practice of ecologically fragile areas.As a new concept of poverty alleviation,ecological poverty alleviation can integrate ecological environment protection and poverty alleviation into a system,which will play a more important guiding role in the current poverty alleviation work in China.It can be said that in order to solve the current poverty problem in our country,especially in areas with fragile ecological environment,we can not do without precise poverty alleviation driven by ecological poverty alleviation.Therefore,the concept of ecological poverty alleviation is of great significance to provinces,regions and counties with relatively fragile ecological environment.Among them,Cangxi County in Sichuan Province is representative in the aspect of ecological poverty alleviation,which has guiding significance in areas where natural resources and ecological resources are relatively rich but still in poverty.The implementation and application of ecological projects such as returning farmland to forests and grasslands,natural forest protection,wetland protection and restoration,comprehensive improvement of sloping farmland and water ecological management in Cangxi County,Sichuan Province,have promoted the local people to get rid of poverty and become rich.At the same time,Cangxi local government has also carried out pilot projects of comprehensive ecological compensation in poor areas,improved the dynamic adjustment mechanism of compensation standards for public welfare forests,intensified the efforts of ecological protection and restoration in poor areas,rationally adjusted the index of basic farmland retention in poor areas,and intensified the new round of returning farmland to forests and grasslands in poor areas.During the two years from 2017 to 2018,Cangxi County has withdrawn 131 poverty-stricken villages and lifted 32,371 poverty-stricken people out of poverty,representing the province's high standards through the third-party evaluation of the state.By means of literature analysis and longitudinal comparison,and two visits to villages,towns and grassroots level in Cangxi County,Sichuan Province,the author studied the implementation of ecological poverty alleviation in Cangxi County,Sichuan Province,and collated and studied its background,development,current situation and improvement.The author also analyzed Cangxi County in Sichuan Province from three aspects: local government guidance,strengthening talent support and social force participation.It is hoped that a set of feasible implementation paths of ecological poverty alleviation can be summarized from the specific implementation process,which can provide reference for similar villages and counties in the implementation process of ecological poverty alleviation in the country,in order to better implement the goal of poverty alleviation and well-off society in an all-round way.
