Technical Cause Analysis And Preventive Measures Of Falling At Height In Port

The importance of the port as a land and sea transportation hub for the entire transportation network is self-evident.According to the 2018 transport industry development statistical bulletin issued by the Ministry of Transport,the National port completed a cargo throughput of 14.351 billion tons in 2018.Once a safety accident occurs in a port,it will cause huge losses to the worker's lives and health,national property,and even directly affect local economic development and cause serious social impacts.The work at high operation runs through the entire process of port operation.Frequent high altitude operations apparently increase the risk of falling accidents.The falling at high accident has seriously consequence on the port normal operation.It is imperative to take necessary preventive measures and measures against the falling accident.This author takes the cause of the falling accident at the height of the port as the key focus to present the study on preventive technology for the falling at high throughout the entire research process.First of all,based on the characteristics of the fall accident,combined with the port safety management and specific cases,the paper presented analysis on the cause of the falling accident at the height in the port operation.Secondly,with the FTA analysis method and the analytic hierarchy method,the law of the falling accident in the port operation height is analyzed,and then the corresponding structural importance is calculated,and the parts and links that are most likely to occur are sorted.Thirdly,preventive countermeasures and measures to be taken from the three aspects,such as preventing human unsafe behavior,controlling the unsafe state and strengthening the weak link in security management,so as to achieve the purpose of accident prevention.At the same time,according to the port operations with high incidence of falling accidents,technical measures were formulated,and the accidents before and after the adoption of the technical measures were considered,and the accident prevention and control effects were calculated.After a port applied the technical measures for preventing high falling in the cover of a vehicle,the number of accidents and the number of work-related injuries decreased by 40.62 % and 57.14 % respectively compared with the previous year.Moreover after the application of anti-height falling technology measures to container,there was no any falling accident occurred within one year.This is of great significance for accident prevention.Finally,the countermeasures and measures to prevent the falling accident in port height with the combination of theory with practice were put forwarded.
