Under the background of economic globalization,China’s influence in the world continues to increase,the national economy has also been rapid development.Transportation is the core basic industry of China’s national economy.Modernized transportation is also considered as a key and strategic industry of the national economy.It is also an important reason that restricts the national economic and social progress.Among them,the waterway means of transport has the characteristics of large volume,low cost and strong ship mobility,and the port construction as the hub of waterway means of transport in our country,its importance is selfevident.Port loading and unloading operation takes a long time,the operation of machinery and equipment is complex,easy to cause casualties and economic losses.Therefore,it is of great significance to carry out research on the safety risks of port loading and unloading operations for ensuring the life and health of operators and providing suggestions on safety measures for port managers.This paper takes port loading and unloading operation safety as the system,combines literature,port loading and unloading operation process and industry standard,carries out the identification of port loading and unloading operation safety risk factors.Through the identification of risk factors and reasonable definition of intermediate events and bottom events,the safety fault tree of port loading and unloading operation is constructed,and the possibility of system failure is clarified by using the fault tree.In order to solve the traditional fault tree analysis problems that need a lot of bottom event statistics,fuzzy mathematics principle is introduced into the fault tree,through to the operation staff and industry experts in the form of a questionnaire,the probability of bottom events range and probability judgment accuracy,the fuzzy probability of bottom events,using triangular fuzzy operator is the probability of top event is calculated.In this paper,the median method is used to calculate the importance of all bottom events to top events,and the ranking and analysis are carried out to find out the weak links of the system.The results show that :(1)Human factors and wharf facilities and equipment factors are the main factors affecting the stability of the system,and whether the operators wear safety protective equipment is the focus of the operation safety.(2)The failure probability of the top event "Port loading and unloading operation is in an unsafe state" was calculated to be between 0.9433%-1.1551%.According to the statistics of previous years,it was consistent with the actual situation and proved that the loading and unloading operation of Meishan Port was relatively safe.(3)After the importance analysis of the bottom event,it is known that "not wearing safety helmet","not wearing safety protective clothing" and "fatigue operation" have the greatest importance,and their contribution probability to the top event is the largest.(4)Analyzing the risk assessment results,and putting forward safety suggestions from four perspectives: manmachine,annular-tube.The research results of this paper can provide theoretical basis for port loading and unloading operations,and provide scientific guidance for port management personnel and decision makers to formulate safety measures.
