Research On Outsourcing Of Rural Household Garbage Disposal Under The Background Of Rural Revitalization

With the gradual advancement of the rural revitalization strategy,farmers ’desire for cleanliness,hygiene and comfort is also becoming stronger.In order to solve the increasingly serious rural household garbage pollution and improve the management level of rural household garbage,outsourcing service models have gradually begun to enter the rural sanitation public in service.Outsourcing service of rural household garbage disposal is a form of public service purchased by the government.Based on governance theory,new public management theory and collaborative governance theory,the author USES questionnaire analysis method and field interview method to study the outsourcing service of rural household garbage disposal in H Town,X County.Its outsourcing development has gone through three stages from initial stage to transfer outsourcing and then to integration outsourcing.Through research analysis,found that under the background of the current rural revitalization of H town existing in the work of rural living garbage processing outsourcing synergy,villagers lack,financing difficulties,problems such as weak,analyze the problems exist behind the main ideas obsolete,lack of responsibilities between the fuzzy,diverse participation,the deep reason of weakening supervision mechanism,etc.Integration of sanitation in hainan haikou luo,zhejiang anji rural living garbage classification,sichuan rural living garbage full domain processing after the advanced experience of domestic solid waste management,put forward the multi-agent cooperation and increase funding,implementing integration with outsourcing,strengthen the construction of personnel quality,build efficient supervision mechanism,improving the evaluation system,such as optimizing countermeasures,to further improve the rural living garbage processing integrated outsourcing service levels,to maintain long-term development of rural living garbage treatment and operation,thus effectively enhance and improve the rural living environment,boost rural revitalization.
