Study On Strengthening Cooperation Over Oil And Gas Field Between China And Kazakhstan In The Perspective On Belt And Road Initiative

The cooperation between China and Kazakhstan in oil and gas field is the focus of practical cooperation between the two countries.In 1997,CNPC successfully won the bid for the Aktobe oilfield development project,which opened the prelude to China-Kazakhstan oil and gas cooperation.Over the 20 years,China and-Kazakhstan have made great achievements in oil and gas cooperation.However,the cooperation process is full of obstacles along with some helpful hands,Internal obstacles and external challenges are intertwined and hinder the continued development of oil and gas cooperation between the two countries.How to use the Belt and Road Initiative as an opportunity to overcome difficulties will be the focus of common concern of the two countries.Standing on a global point of view to overcome obstacles,China-Kazakhstan oil and gas cooperation can smoothly run and accelerate development.In addition to the introduction,this article includes four parts:The first part is the first chapter.This chapter explains the background and basic connotations of the Belt and Road Initiative and the impact of the oil and gas cooperation between China and Kazakhstan on the two countries.Starting from the international and domestic background of the Belt and Road Initiative,its connotation and current status,and closely link the Belt and Road initiative with the cooperation of China-Kazakhstan in oil and gas field.Taking oil and gas cooperation as the basis,it shows that the two countries are not only related to each other,but also complete one another.The second part is the second chapter.This chapter discusses the foundation of China-Kazakhstan oil and gas cooperation under the perspective of the Belt and Road Initiative.We will elaborate on the foundations of the two countries' oil and gas cooperation,including the geopolitical and cultural exchanges,as well as the emerging institutional framework,pipeline system,and capital reserves.It shows that there is great room for development in oil and gas cooperation between the two countries.This part mainly contributes to the final solution of the paper.The third part is the third chapter.This chapter is the key chapter of the paper and analyzes the problems and obstacles in the China-Kazakhstan oil and gas cooperation.It mainly includes the internal obstacles such as a single cooperation model,the shortage of comprehensive talents,backward infrastructure,and different development strategies External challenges such as big game and regional security;clarified that China-Kazakhstan's oil and gas cooperation is heavy and complicated,and the upper-level commanders need to sort out the ideas and follow the trendThe fourth part is the fourth chapter,which is the foothold and the most important goal of the research of the paper.This chapter elaborates the obstacles encountered in the China-Kazakhstan oil and gas cooperation and explores solutions to related problems.For example,aiming at the changing policies of the Kazakhstan government,the risk of government's alternation of Kazakhstan,this paper proposed docking mechanism about the construction of a government communication between China and Kazakhstan.Put forward a interconnection system for the backward infrastructure,insufficient technology of Kazakhstan;Proposed a complete trade system on the establishment of a financing mechanism for the development of oil and gas in Kazakhstan and other issues like the lack of funds and difficulties of exploitation;come up solutions about the talent exchange and training mechanismThe Millennium Silk Road is getting back it's past glory,and we work hand in hand to create the future together.Belt and Road construction has stepped on a new journey.We believe that China and Kazakhstan oil and gas cooperation will steadily march toward the goal of mutual benefit and common security.Make contribution to the construction of the peace the the community with a shared future for mankind.
