Since entering the new century,China′s economy has continued to grow and promote the process of industrialization and urbanization,with heavy industry leading the way.The demand for oil,coal,electricity and other energy resources has increased rapidly in the accelerating process of industrialization.In China′s existing industrial structure,as the secondary industry with high energy consumption,the high proportion of industry in the national economy needs a large amount of energy as support.As a major energy consuming country in the world,its energy reserves alone cannot meet the needs of rapid industrial development.The limited energy supply at home has caused the market to fall short of demand and the gap between supply and demand is widening day by day.It is inevitable to expand the opening up of the energy field and carry out international energy cooperation.The “The Belt and Road”initiative has become a new bright spot in international energy cooperation,and the energy enterprise cooperation mechanism has also become an important part of China′s cooperation with “The Belt and Road”partner countries in the whole industrial chain.China′s energy imports are mainly oil and gas,and Central and West Asia have been the main sources.Qatar,a peninsula country located in western Asia,is rich in oil and gas resources.Its total natural gas reserves,output and export volume are among the highest in the world.The “The Belt and Road” initiative has created new opportunities for energy cooperation between the two sides and a new platform for Qatari energy to enter the Chinese market,in line with the “Qatar 2030 National Vision”.In recent years,Russia′s natural gas industry has developed rapidly,and the unconventional growth in US natural gas production has led to changes in the global energy market pattern and increasingly fierce competition in energy exports.Qatar assessed the situation and changed its trade geographical direction in a timely manner.At the same time,in order to meet the rapidly growing demand for electricity and reduce the pollution level,the government issued policies to increase the share of natural gas in one-time energy consumption.The cooperation between the two sides has policy support.Despite China′s increasing size in the global energy market,itsinfluence is still insufficient compared with that of major energy countries such as the United States and Russia,the internationalization level of enterprises “going out”is still not high,and the overall ability to carry out energy cooperation is still not commensurate with the size of the economy.From Qatar′s break of diplomatic relations to Saudi Arabia′s anti-corruption and U.S.sanctions against Russia,Iran and North Korea,all cast a shadow over international energy cooperation.The increasingly complex environment for international energy cooperation is also a challenge for China-Qatar energy cooperation.Based on the relevant international energy theories,this paper studies the feasibility of China-Qatar cooperation in the field of energy under the background of“The Belt and Road”by establishing an energy cooperation index and a vector autoregressive model of the energy cooperation index.The new situation in the international energy market,complete infrastructure,increasingly mature technology and cooperation and exchanges in other fields between the two sides have laid a broad foundation for in-depth cooperation in the energy field.China-Qatar oil and gas energy cooperation is of great significance,necessary and feasible,presenting a very broad prospect for cooperation and development.
