Research On The Construction Of Green "Belt And Road Initiative" Cooperation Mechanism

The green "Belt and Road Initiative" was formally put forward in the "guidance on promoting the Construction of Green" Belt and Road Initiative "jointly issued by the Ministry of Environmental Protection,the Ministry of Foreign Affairs,the National Development and Reform Commission,and the Ministry of Commerce in2017.After that,China issued the "Belt and Road Initiative" Ecological Environment Protection Cooperation Plan,and at the second "Belt and Road Initiative"International Cooperation Summit held on April 27,2019,the vision of building a green "Belt and Road Initiative" was further highlighted.As the proponent and promoter of "Belt and Road Initiative",China's concerted efforts to promote the construction of ecological civilization at home and abroad will have a profound impact on the construction of green "Belt and Road Initiative".It is an inevitable choice to strengthen cooperation in green development among countries along the "Belt and Road Initiative" route.The theory of international mechanisms explains the special role of mechanism construction in promoting cooperation among States,not only because international mechanisms can clarify legal responsibilities,reduce the costs of cooperation,increase opportunities for cooperation,but also provide more comprehensive information to partners.In this way,the uncertainty of cooperation can be reduced,and it can also be reflected in the fact that the cost of cooperation between countries can be reduced.In international practice,EU countries and APEC members have come out of the ecological cooperation model of either strong mechanism or weak mechanism from their own actual situation,which provides a reference for the institutional cooperation of regional countries.The necessity of constructing the state cooperation mechanism of "Belt and Road Initiative" is self-evident.First,institutional cooperation is the international trend of exchanges between countries;second,the complexity of "Belt and Road Initiative" countries objectively needs institutional cooperation;third,the particularity of the living environment urgently needs to establish a cooperation mechanism.Moreover,some subregional cooperation mechanisms already exist,such as the China-Shanghai Cooperation Organization Environmental Center,the China-ASEAN Environmental Cooperation Center,and the Lancang-Mekong Environmental Cooperation Center.These provide a realistic basis for the construction of the cooperation mechanism of green "Belt and Road Initiative".Specifically,the cooperation mechanism of "Belt and Road Initiative" national green development needs to be specifically implemented at the level of cooperation and in some areas of cooperation,which is reflected in policy coordination,institutional arrangements,financial support,and so on.The areas of cooperation are mainly reflected in green finance,green trade,green infrastructure and so on.With the continuous progress of the construction of "Belt and Road Initiative",green "Belt and Road Initiative" has made progress at the level of cooperation and in the field of cooperation.The supporting factors for promoting the construction of a green "Belt and Road Initiative" cooperation mechanism are obvious,not only because green development is related to the fundamental interests of countries in the region and their demands for a better environment.Moreover,it is based on the positive promotion and experience of China,the proponent of "Belt and Road Initiative," as well as the existing conditions for subregional cooperation.However,the factors restricting institutional cooperation are undeniable,which involves not only the differences of different stages of economic development in different countries,but also the differences in cultural values and conceptual identity,as well as the differences in the acceptance of the transfer of sovereignty among countries.Since the construction of green "Belt and Road Initiative" is the common orientation of regional countries,it is very important to explore the path of the construction of national cooperation mechanism in the green transition.The principles for the construction of the green "Belt and Road Initiative" cooperation mechanism should be "joint discussion,joint construction and sharing" and "phased progress",and judge in which fields and levels the "strong mechanism" cooperation can take the first step.On the other hand,in those areas,levels and problems where there are difficulties in reaching consensus,large conflicts and weak conditions,we can slow down and implement the evolution of weak mechanisms.
