In recent years,Chinese oil industry is faced with complex and volatile domestic and international situations.The international oil market has entered the era of ‘Low Oil Price',and the downward pressure of domestic economy has brought greater uncertainty to the development of the oil industry.In the face of internal and external problems,establishing a sound financial planning system is the key for Chinese oil companies to avoid risks and achieve long-term and stable development.From the perspective of target management,this paper is based on the corporate financial analysis theory.It combines the financial characteristics of oil companies with the characteristics of production and operation.Using Vensim software as a platform,the system dynamics method is used to establish a financial dynamic planning system for oil companies.It is also tested and applied.The financial dynamic planning system of the oil company established in this paper consists of five parts.The various parts interact with each other to jointly simulate the development of the financial dynamics of oil companies.The system uses the financial and production indicators of oil companies as the starting point to design a target value gap adjustment mechanism.The system can simulate the company's future balance sheet and profit statement,assisting the company in financial planning and decision making in the actual operation.In the system application part,this article takes Petro China as a sample.In this paper,simulations are carried out under financial unrestricted and restricted conditions.The simulation results show that the system is established with high accuracy and practicability.It is worth promoting.
