Since the beginning of this century,the consumption ratio of primary energy in China has been increasing,especially the proportion of natural gas.Driven by the Belt and Road Initiative,Turkmenistan has become China's largest natural gas supplier.The continuous deepening cooperation of China-Turkmenistan natural gas projects has injected vitality into the local oil and gas construction market and brought broad development space for A Petroleum Corporation.As a Chinese multinational petroleum engineering construction enterprise,A Petroleum Corporation has more than 30 years' experience in international execution of projects.In 2007,the company entered the Turkmenistan oil and gas construction market and established the goal of building another large-scale market in central Asia.In order to meet the needs of local operations,localization has become a key strategy and competitive strategy adopted by multinational companies in their transnational operations.Under the trend of economic globalization,the management and application of human resource localization by multinational enterprises have become increasingly common.However,Turkmenistan oil and gas construction market is facing not only the competition of Chinese companies and international companies,but also the localization of human resources has become a must.Because the local government has clear regulations on the proportion of local labor for foreign-funded enterprises,and the prescribed proportion continue to exceed 70%.Under the circumstances of poor local conditions,lack of skilled personnel and difficulties in the assignment of Chinese personnel,improving the localization level of human resources has become the key for A Petroleum Corporation to enhance its competitiveness and sustainable development in Turkmenistan.Through the experience of local natural gas construction projects,A Petroleum Corporation has been exploring and practicing how to effectively develop and utilize the advantages of human resources localization.However,its human resources localization management is still at the level of finding problems,solving problems and experience summary,lack of systematic theoretical guidance.This paper constructs an embedded human resource localization management framework,and comprehensively uses the embedded management theory,international human resource management theory and cross-cultural management theory to study and analyze the human resource localization management of A Petroleum Corporation in Turkmenistan.Through the combination of theory and practice,more systematic human resource localization management mode and application method are formed to provide support for the human resource localization management of A petroleum Corporation.Meanwhile,provide reference for Chinese multinational enterprises.
