| The core goal of building a beautiful China is to construct a beautiful village.The Eighteenth National Congress of the CPC proposed clearly to strengthen the construction of ecological civilization,strive to build a beautiful China and to achieve the sustainable development of the Chinese nation.The important content of balancing rural and urban development is to improve the rural living environment,which is also the key point of constructing the beautiful village.The beautiful village mainly includes economy,ecology,culture and any other aspects.This article takes Biangang Township in Dehui City as an example to study the relevant contents of improvements of the rural living environment in the construction of beautiful village.In the process of research,first of all,questionnaires are used to analyze the basic present situation of rural residents in Biangang Township,the infrastructure,the public services,the level of economic development and the basic information of the ecological environmental protection.The main problems found in Biangang Township including the residents are mainly elderly who are less educated and pay little attention to the environmental renovation;the level of road hardening and drainage facility need to be improved;the level of rural healthcare is low and lack of public service facilities;poor environmental awareness of peasants,low efficiency of waste disposal and so on.Secondly,build an evaluation system of the index of human settlement improvement in Biangang Township.Through multiple tests and modifications,a target layer(A),4 system layers(B1-B4),and 22 indicator layers(C1-C22)were finally constructed.Research through analytic hierarchy process(AHP),from the social,economic and policy perspectives to analyze the factors that affect the rural human settlement improvement.Finally,combined with a series of problems found in the questionnaire survey and the corresponding influencing factors,targeted policy recommendations are proposed,mainly including people-oriented,improving the quality of environmental protection;formulating relevant policies,implementing long-term environmental governance and supervisory mechanism in the village;strengthening infrastructure construction in rural areas and improve the level of public services,and further refinement,to improve the level of human settlement improvement in Biangang Township and Jilin Province. |
