Study On Haze Control In Autumn And Winter In Harbin

In recent years,China's economy is developing rapidly,the cost is increasing energy consumption and increasing environmental pollution,people's production and life are affected and their health is seriously threatened,environmental problems will gradually cause serious social problems.General Secretary Xi Jinping pointed out at the National Conference on the Protection of the Ecological Environment that the construction of ecological civilization is a fundamental plan related to China's development,we should coordinate economic and social development with the construction of ecological civilization,and solving outstanding ecological environment problems should be regarded as a priority area,and now winning the blue sky defense war is the top priority.We should strengthen the joint prevention and control,basically eliminate heavy pollution weather to make the air quality significantly improved.Harbin,as one of the cities with severe haze pollution in autumn and winter,has experienced an unprecedented scale of severe haze weather in the October2013 heating period,which has attracted wide attention from all walks of life,and since then Harbin has introduced many policies and actively taken measures to vigorously promote haze control work.In recent years,the air quality of Harbin has improved year by year,in the year of 2018 PM10,SO2,NO2,CO,O3 average annual concentration reached the national level two standard,but the average annual concentration of PM2.5 is 40?g/m3 still exceed the national level two standard of the annual 35?g/m3,and the air quality of heating period is still far from the national level two standards.Based on the present situation of air quality in Harbin,this paper analyzes the problems existing in the process of haze management and the causes of the problems in Harbin according to the implementation of policies in the actual governance process,the resistance in the work and the means of governance with Beijing,Tianjin and Hebei.In the framework of externality theory,based on the experience of the government in London,Los Angeles,Japan,Tokyo and Beijing,China,this paper puts forward the policy suggestions of haze management in Harbin City.It mainly includes perfecting the legal regulations and system construction of haze prevention andcontrol introduce more comprehensive and strict laws,regulations and systems for the prevention and control of haze,strengthen regional governance,establishing the environmental governance model of "government-enterprisescientific-institution-public" multi-subject framework,reducing coal consumption and speeding up the utilization of straw resources,and strengthening the construction of professional talents.This paper can also provide reference for the treatment of haze in similar cities in Harbin.
