Research On Comprehensive Treatment Of Rural Environmental Pollution

The ecological environment is an important foundation for economic and social development.Building an ecological civilization is an important guarantee for the people’s long-term good and happy life and the country’s long-term development.Building an ecological civilization is an important part of the cause of socialism with Chinese characteristics.In recent years,with the acceleration of the urbanization process and the steady advance of the construction of a new socialist countryside,The rapid economic development in rural areas has greatly improved the living standard of rural residents,but it has also brought about environmental pollution and presented an increasingly serious trend,which has become an important bottleneck restricting the sustainable and healthy development of rural economy and society.In the report to the 19 th national congress of the communist party of China,we proposed to build a beautiful China and implement the strategy of rural revitalization.Yubei District is located in the northeast of chongqing,in chongqing liangjiang new area is the main,the country’s first international airport economic construction demonstration zone,free trade area of chongqing,integrating large rural areas,cities in the region,is the only country to chongqing urban revitalization of the comprehensive experiment demonstration area,assume a leading role in chongqing beautiful countryside construction.Based on this,this paper takes chongqing Yubei District as the research object,The current situation of rural environmental pollution in Yubei District,the specific problems in rural environmental prevention and control of Yubei District and the root causes were analyzed and investigated.The research results show that:(1)the main pollution of Yubei District is agricultural planting and production pollution,breeding and production pollution,enterprise production pollution,household garbage pollution and urban garbage transfer pollution;(2)specific problems in rural environmental governance include low participation of relevant subjects,imperfect governance infrastructure,weak regulatory and law enforcement forces,and difficult and easy rebound of comprehensive governance.(3)the root causes are insufficient attention,imperfect system and mechanism,lack of comprehensive improvement funds and insufficient support of environmental protection technology.On this basis,through comparison and analysis,Summarize the existing effective and available experience measures of Yubei District in the past,and earnestly learn and absorb domestic and foreign experts and scholars on the successful experience of similar treatment,and put forward targeted countermeasures and Suggestions for Yubei District rural environmental pollution treatment:(1)establish a multi-subject governance pattern by giving full play to the government’s leading role,urging township enterprises to fulfill the main responsibility,enhancing farmers’ participation,and strengthening the participation of third-party organizations;(2)improve the system and mechanism of rural environmental pollution control by improving regulatory agencies,strengthening the environmental protection of towns and streets,and strengthening front-end control;(3)strengthen the measures to control rural environmental problems by vigorously developing ecological agriculture to control non-point source pollution,popularizing the application of rural pollution prevention and control technologies,and increasing investment in rural environmental protection infrastructure;(4)strengthen the governance guarantee by compiling governance regulations,improving the inspection and inspection machine,and improving the legal mechanism,hoping to provide some references for the government in the governance of rural environmental issues.
