Research On The Comprehensive Improvement Of Rural Environment In Laishan District

With the accelerated process of urbanization,the rural economy has increased rapidly.At the same time,in the development of the economy,many areas’ s environment are changing.And the rural environmental problems are constantly emerging.In the new era,the development of the economy can not be separated from the protection and management of the environment.The deterioration of the rural environment not only affects the process of urbanization,but also affects the physical and mental health of the whole people.Rural environmental governance is under this background.Taking Laishan District of Yantai as an example,this paper studies the comprehensive improvement of its rural environment.Through field visits,data collected from various departments,qualitatively and quantitatively analyzation were done.The research mainly consists of three parts: first,it analyzes the key supervision enterprises of waste water and waste gas in Laishan district;second,it analyzes the outstanding problems of environmental protection in Laishan District in 2017 and its rectification situation;thirdly,it analyzes two cases of environmental regulation in Laishan district.Research shows,there are the following problems in rural environment renovation in Laishan district: low rate of land intensive utilization;the rate of villagers’ participation is not high;rebound phenomenon;the process need to be speeded up.Combined with the theory of externality,environmental property rights,circular economy,environmental Kuznets,"tragedy of the public land" and "the tragedy of the anti public land" and "the prisoner’s dilemma",the logic of collective action,public pond resources and self-organization,as well as the successful experience of Japan,the United States,Germany,Britain,the European Union and Zhejiang province.According to the existing environmental governance problems of Laishan district,put forward the feasible countermeasures: unified planning,improve the utilization rate of resources;to ensure the dominant position of the villagers;the effective supervision and long-term management;to build support security system;taking advantage of new and old kinetic energy conversion opportunities.On the whole,through studying the current situation and Countermeasures of rural area environmental comprehensive treatment in Laishan District,the main difficulties encountered in the process of rural environmental governance are analyzed,and the specific solutions and paths are found.This research provided a train of thought for the rural environmental governance in Laishan District,promoted the economic development of Laishan District,and also provided a reference for other areas of China’s rural environmental governance.
