Research On Environmental Credit Evaluation System Of Chinese Enterprises

The corporate environmental credit evaluation system refers to the general term for the establishment and use of the principles,subjects,objects,content,procedures,results disclosure and application of corporate environmental credit evaluation.In recent years,China has actively explored the corporate environmental credit evaluation system,which is conducive to improving the social credit system,improving the level of government environmental governance,and improving corporate social responsibility.Although some achievements have been made in the exploration of the central and provincial systems,the problems they have exposed are also very serious.Through the analysis of the current status of China's corporate environmental credit evaluation system,it is found that the deep dilemmas faced by the system mainly include the following aspects: First,there are problems with the evaluation subject's legal attributes being unclear and the evaluation subject being too single.Secondly,in terms of evaluation objects,there is a problem of compulsory evaluation objects that delimit the scope of evaluation objects,and the implementation of central regulations is not strict.There are problems with incomplete regulations for non-mandatory evaluation objects.Third,there are overlapping evaluation indicators that lead to duplication.The large difference between the scores and the evaluation index systems indifferent regions makes it difficult to recognize the evaluation results in different places.Fourth,there is a problem of insufficient public participation in the evaluation process.Fifth,there is a problem in the application of the evaluation results by relevant departments to the corporate environmental credit evaluation results.Recognition and evaluation results The application subject is not clear,the legal liability of the application subject is absent,and the legal remedies for the application subject are lacking.In view of the current difficulties faced by China's corporate environmental credit evaluation system,it can be improved from the following aspects: First,the evaluation subject puts forward the clear legal attributes of the evaluation subject and promotes the marketization of the evaluation subject in stages under the guidance of the environmental protection department.Secondly,it is recommended to further clarify the scope of mandatory evaluation objects and to increase the subject of environmental credit appraisal.Thirdly,it is recommended to use the corresponding scores to avoid double counting and unify the regions.The evaluation index system of various industries,and at the same time give different weights to the relevant evaluation indicators according to the actual situation.fourth,it is recommended that the evaluation process increase public participation in the evaluation process,so that citizens,environmental protection groups or other social organizations can both monitor the environmental behavior of the evaluation target.In addition,it alsosupervised the evaluation work of the evaluation subject.Fifth,it is recommended to optimize the evaluation result sharing mechanism,clarify the evaluation result application subject,set the legal responsibility of the evaluation result application subject,and increase the legal remedy of the evaluation result application object.
