particularly important to protect inexhaustible natural resources and the natural environment.In order to strictly restrict the environmental behavior of enterprises as the main body of the market economy and achieve the goal of saving energy and protecting the environment,China first launched an enterprise environmental credit evaluation system at the local level,and on the basis of summing up the best practice results,it introduced a special target for enterprises in 2013.The environmental credit evaluation system for environmental behavior,that is,the "Enterprise Environmental Credit Evaluation Method(Trial)"(hereinafter referred to as the "Evaluation Method").The system consists of seven chapters and contains 37 legal provisions,mainly covering the scope of evaluation,evaluation standards and grades.The use of evaluation results,incentives and punishment linkage measures,etc."Environmental Credit Evaluation Indicators and Scoring Methods(Trial)" is attached,and detailed scoring specific standards are standardized and guided,but local provinces and cities can still implement the original system as a reference.The system has been widely promoted throughout the country since its implementation,and has played an important role in improving corporate social responsibility and consciously protecting the natural environment and resources.However,with the continuous development and change of society,the nationwide enterprise production linkage has gradually strengthened,and regional restrictions have gradually been disappeared,different provinces and cities environment There are different differences in evaluation standards and results,resulting in different evaluation results of enterprises in different provinces and cities,which is not conducive to horizontal comparison between regions.Enterprises are an important support for market economy,environmental credit is an important part of corporate social credit,and enterprises themselves pay more attention to the maintenance of its own image.As the enterprise scope of environmental credit evaluation gradually expands,the government continues to face new problems in the implementation process,and problems in the system have gradually emerged in practice.Improving the enterprise environmental credit evaluation system to Continuously adapting to the rapidly developing economy and society,and effectively guiding localities to complete the environmental credit evaluation work efficiently,has become an important issue that China should solve at present.This paper mainly uses literature analysis and law hermeneutics to carefully study the works of relevant scholars and the legal system involved in the environmental credit evaluation system,and select some provinces and cities to compare the relevant provisions of the system and explore the "Evaluation Methods"Where the specific application is inconsistent with local regulations,look for the real reasons for the difficulties faced by the system in practice and put forward specific suggestions in line with China’s development reality,in order to continuously improve the corporate environmental credit evaluation system and ensure the good implementation of the system.At the same time,urge enterprises to correct bad environmental behaviors,proactively raise environmental protection awareness,and consciously assume environmental protection responsibilities.This article’s research on the environmental credit evaluation system starts with strengthening the correct understanding of the system.The first part of the article introduces the research background and significance of the paper,including the main elaboration of the research status at home and abroad,as well as the research ideas and innovations of this paper.The paper has an overall understanding;the second part starts from the basic concept of corporate environmental credit evaluation,covers the theoretical basis,role value,constituent elements and evaluation characteristics of the evaluation system,and elaborates on China’s current legislation from both national and local aspects The current situation,including laws,regulations and regulatory documents;The third part is to investigate and analyze the relevant systems of environmental credit evaluation of enterprises in the United States,Germany,and Japan,etc,in order to find reference for the development of China’s enterprise evaluation system;Partly starting from the evaluation subject,evaluation criteria and evaluation results,the main problems existing in the construction of China’s current credit evaluation system are discussed separately,such as a single evaluation subject,diversified evaluation standards,lack of evaluation
