In recent years,with the rapid growth of China's economy and the huge improvement industrialization,ater environment,water resources,water ecology problems in China has become more and more prominent.In 2011,the State Council put forward the strictest water resources management system and required the delineation of "three red lines".For the "red line" of limited pollution control in water functional areas,there are some problems,such as the monitoring frequency of control section is too few,the calculation results of pollution carrying capacity are not dynamic and adaptive,and the assessment method is not flexible.Therefore,there is an urgent need to build a new model to help us more convenient,fast and accurate management of limited pollution.Based on this,this paper develops the water function area limited pollution management system,and realizes the application of the system in the Shaanxi section of the main stream of the Weihe River.the main research contents and achievements of this paper are as follows:(1)The national standard model,section-ending control model and section-beginning control model are used to calculate the pollution carrying capacity under different scenarios.Taking the number control rate the river length control rate as the assessment index,the assessment and evaluation of the limited pollution carrying capacity of 13 water functional areas in the main stream of the Weihe River are carried out respectively,which provides the model and calculation basis for the development of the water function area pollution carrying management system.(2)Aiming at the three parts of the limited pollution-carrying management of water function areas,section water quality monitoring,pollution-carrying capacity calculation and pollution-carrying assessment,analyzed their relationship and connection,in order to better integrate them in the system.The design scheme is determined based on problem-oriented,dynamic and process,visualization,online assessment and section on-line monitoring and reporting(3)A water function area pollutant carrying capacity management system is developed,which includes three functional modules:data monitoring,pollution carrying capacity calculation and pollution-carrying assessment.The data monitoring module of primary development based on SSM framework has good expansibility and reusability,uers can easily input and store data on the upload page;Based on the visual knowledge platform,from the division and development of business components to the design,drawing,encapsulation management and adding components of knowledge map,realized online monitoring,dynamic calculation of pollution carrying capacity,routine assessment and on-line assessment(4)The pollution carrying management system is applied to the Shaanxi section of the main stream of the Weihe River to make it visual,process and dynamic.The data collected from the water function area of the terminal to control the section flow,flow rate,COD concentration,NH3-N concentration and other data are stored in the database and called by various functional modules.The basin generalization map of the Shaanxi section of the main stream of the Weihe River is drawn by using the knowledge map,and the pollution management business established by adding data monitoring components,pollution carrying capacity calculation components and pollution receiving assessment components is realized.Dynamic pollution carrying capacity,routine assessment and on-line assessment function business.Provide more powerful services for decision-making.
