The short water resources and serious water pollution problems in Daqing area restrict the development of economy and improvement of local people's life level. Evaluating the present status and the dynamic variation of the water environment, exploring scientific, reasonable and sustainable ways to utilize and protect water resources effectively and implementing the effective and safe utilization of water resources are significant to the sustainable development of economy and continuous improvement of local people's life level in Daqing area.Suifig. evaluating indicator system is established according to the present status of the water environment in Daqing area. The carrying degree of each evaluating indicator is obtained through the calculation of the established model. The water environment carrying capacity is obtained through the calculation of the water environment carrying capacity model. The main factors influencing the water environment carrying capacity are found through the analysis of the present status and dynamic changing tendency of the water environment carrying capacity in Daqing area. According to the characteristics of the water environment in Daqing area, Osculation method is applied to select the optimum strategy for the improvement of the water carrying capacity. Feasible methods for improving the water environment capacity in Daqing area are presented according to the selected optimum strategy.The results indicate that the water environment carrying capacity is relatively low and decreases with time in Daqing area, which is caused by the short water resources and high utilization ratio of water resources.
