With the development of social and economic, increasing quantity of pollutants wereproduced and poured into water bodies, and this caused serious water pollution.Industrial structure is the key process that human affecting the environment system.As a result, its type of composition and intensity, to a great extent, determines theenvironmental stress of the region. Therefore, as a measure of easing the waterenvironment stress, the adjustment of industrial structure draws more and moreattention. Methods of proper mastering of the characteristic of water pollution andregulating the water environment pressure systematically and from overall view arethe main topic of this thesis.Firstly, a model for estimation of water environment carrying capacity (WECC)is established, based on the “natural and artificial” dualistic cycle of water circulation.In this model, the WECC is calculated according to their original source. And theapplication characteristic is discussed. Secondly, an assessment framework for waterenvironment pressure is established based on the result of WECC estimation. Asystem for water environment pressure regulating is built up, and methods ofpollution source management were included. As for the industrial pollution control,the game relation between industrial development and WECC utilization is revealedemploying multi-object planning. Controlling measures for industrial scale andstructure can be derived from the planning. Finally, different sceneries of industrialdevelopment and water environment management are designed for comparing effectsof the management methods.The method introduced has been applied in13cities of Bohai Rim Area.Average WECC for COD and NH3-N of the whole area is about364,000~644,000tons, and18,000~28,000tons. Distribution of WECC around the year is quite uneven,with June, July and August occupying up to70%of the total amount. In2007, valueof the COD and NH3-N overloading index is respectively1.13and1.99. As forindustry regulation, first, environmental efficiency requirements of the industry aremade. Second, regulation advices were obtained from multi-objective planning. Bohai Rim Area should focus on development of oil, steel and equipment manufacturingindustry. Development of paper making, food and textile industry should be limited.If the WECC utilize level of2020for industry maintain the same as2007, under thesceneries that WECC is utilized in the city, shared in the province or share in thewhole area, industrial GDP of the whole area in the second and third scenery isrespectively1.13and1.14times of the first scenery. It implies thatinter-administrative coordination could promote the industrial development and waterenvironment protection.
