Under the background of global carbon emission surge and global climate warming,the development of "green economy" has become a global hot spot.Our country also explicitly regards the development of green low-carbon economy as a national strategy.In this context,through technological innovation,institutional innovation to promote economic restructuring,thereby reducing high-carbon energy consumption,as soon as possible to achieve the goal of environmental protection and economic development has become a national consensus.Manufacturing industry is the pillar industry of national economy,its development is directly related to the lifeblood of the country,whether the manufacturing industry has "green gene" is of great significance to the sustainable and healthy development of the whole national economy.We must speed up green upgrading and seek new types Green coordinated development,accelerate transformation and upgrading,explore new industry growth model,enhance the competitiveness of industry itself.In this paper,Feicheng City as the research area,the main results are as follows:(1)The evaluation model of green manufacturing development level is constructed.On the basis of reference to domestic and international research,Focusing on the overall goal of the development level of green manufacturing in Feicheng City,Four secondary indicators of green growth,green development,energy conservation,science and technology innovation,A total of 18 three-level indicators.Using the questionnaire method,we call the expert scoring method)and the entropy method to determine the index weight,using manufacturing development panel data for 2010-2019 as raw data.Based on this,a grey correlation TOPSIS model and GM(1,1)prediction model.(2)Proved green manufacturing in Feicheng City Development level and trend.TOPSIS model and GM(1,1)based on grey association prediction model shows that the development level of green manufacturing in Feicheng City from 2010 to 2019 shows a steady rising trend.Green manufacturing development level convergence increased from 0.2286 to 0.6954,the evaluation grade developed from level II to level III.It shows that the development of green manufacturing in Feicheng City has achieved remarkable results,Energy,material and water consumption levels have been significantly reduced,Accelerating industrial transformation and upgrading,the new economic development model is gradually growing.Based on the prediction model,the future of green manufacturing development,The overall steady development will step into the stage of IV development.But the growth rate is not high,compared with the ideal value,there is still a certain gap.(3)The obstacle factors of green manufacturing in Feicheng city were identified and the countermeasures were put forward.In the fields of green technology,energy saving and environmental protection technology and equipment,Feicheng manufacturing industry lacks core technology seriously,and the investment of science and technology is too low.Even if it pays a large cost of resources and environment,the output is very difficult to be satisfactory.Even if the cost of resources and environment is paid,the output is very difficult to be satisfactory.In addition,the manufacturing base of county cities is weak,financing is difficult,and the ability of enterprises to bear risks is weak.Based on business interests,many enterprises are slow to transform.It is suggested to optimize the supply of talents,strengthen green innovation,promote industrial upgrading by technological transformation,and provide guarantee for the green development of manufacturing industry from the aspects of policy and economy.
