"Rich coal,poor oil,and less gas" is the current situation facing my country's energy development.In the process of industrialization,the demand for energy is gradually increasing,and the proportion of coal in the energy structure is the largest.As a national coal resource province,Shanxi has rapidly expanded the scale of coal and coke industries.While the total GDP has been increasing year by year,the environment in the province is deteriorating.The author takes Shanxi A Coking Plant as a case,based on its development process to study the relationship between the enterprise and the three main bodies of local government,the public and the media in the process of enterprise environmental governance.At different stages of corporate environmental governance,inter-subject relations present different characteristics.The first is the inter-subject interest nesting stage,which is from the establishment of the enterprise to the convening of the 18th National Congress(2003-2012).At this stage,social development takes economic growth as the goal,and the central government rarely releases documents related to environmental governance;the performance evaluation of local government officials takes economic indicators as the core and pursues local economic development in a single way;the public' s longing for a better life is built on the level of the family economy On the basis of improvement,stable work and the improvement of the economic level are its primary goals.Enterprises take economic profit as the development goal and pursue performance growth.Interests are nested among enterprises,local governments and the public,and environmental interests are overshadowed by economic interests.The enterprise and the local government are in a community of interests,and the enterprise and the public are "symbiotic" temporarily,and the media is in a state of silence.The enterprise relies on the original path for production and development,and has not carried out environmental governance.The second is the stage of interest differentiation among subjects,from the time the 18th National Congress of the Communist Party of China is convened until the environmental protection interview system is substantially launched in City A(2012-2017).At this stage,the situation of environmental governance began to be grim.The higher-level government formulated environmental policies and issued environmental governance indicators.Faced with the new environmental situation,local governments are hovering between economic indicators and ecological indicators;with the development of media such as the Internet,the public's understanding of pollution has greatly improved,environmental awareness has begun to awaken,and the requirements for the quality of the living environment have begun to increase;the media The strength gradually grew and began to intervene in the process of local environmental governance.Enterprises are faced with the coexistence of industry crisis and environmental protection pressure.The interests among the entities have diverged,and the relationship between the enterprise and the various entities has changed.Enterprises and local governments choose "implicit cooperation",enterprises and the public gradually go against each other,and the media supervision standard "returns".Enterprises have made strategic adjustments under multiple pressures,and have embarked on environmental governance.Finally,there is a stage of interest integration between the main bodies.The time is that the environmental protection interview system has been substantively launched in City A(2017-).At this stage,the speed and intensity of environmental governance policies have been increased,and pressure on environmental protection has been transferred to governments at all levels.The implementation of the environmental interview system has made government officials and corporate leaders at all levels face greater pressure on environmental protection.Higher-level governments frequently formulate local environmental governance policies to regulate local governments and related enterprises to increase environmental governance;public supervision channels are unobstructed,and more attention is paid to quality of life and health.The media provides the public with information and knowledge related to environmental pollution,and its influence in the field of environmental governance continues to grow.The common demands for environmental interests make the two unite and jointly monitor the pollution behavior of enterprises.The development of enterprises faces the constraints of three main bodies,and green production can enable enterprises to gain a favorable position in market competition and facilitate their development.The "green development" model has become the first choice for enterprise economic transformation.Enterprises actively carry out pollution control,and a large number of new environmental protection equipment are introduced.Environmental governance has achieved results.In the process of corporate environmental governance,companies and local governments,the public,and the media play an important role,but there are also certain problems.By analyzing the problems existing in the governance process of each subject.It is proposed that the government should play a leading role;the public should actively participate in governance;the media should play a positive supervision role;enterprises should further realize the transformation of the role of "ecological person" and truly realize the new pattern of collaborative governance of the various entities of "green management".
