Research On Eco-compensation Regime Of The Key Ecological Functional Areas

While maintaining a higher leave in the present our country economic growth,environmental pollution and resource waste problems gradually deepens,the people on the ecological products and ecolo logical service continuously improve the quality of the requirements,the establishment of national key ecological function areas,will be effective in protecting the natural ecological environment,maintain the ecological security in our country,and to the masses to provide high quality ecological products and services.Therefore,in order to achieve the balance between the two sides,the ecological compensation system should be actively promoted to the key ecological functional areas,so as to ensure that the key ecological functional areas can not only protect the ecological environment from damage,but also improve the regional economic leave.In recent years,with the deepening of the reform of ecological civilization system,the ecological compensation system of key ecological function areas has been exposed to many problems,which seriously affects the effective play of the advantages of this system.Ecological compensation main body and object was not effective in combination with the functions and characteristics of the key ecological function areas,ecological compensation model is not effective use of market mechanism,of ecological compensation funding sources,and the ecological compensation standard is not clear,ecological compensation management supervision system has not been optimized and a series of problems.Therefore,we should strengthen and perfect the ecological compensation system of key ecological function zones.Firstly,promote the legislation of ecological compensation in key ecological function areas and improve the legislative guarantee.Secondly,according to the ecological function types of key ecological functional areas,the scope of environmental beneficiaries is determined,and the compensation subject and object are defined.Thirdly,we should establish a diversified compensation model with the government as the leading market mechanism and increase the channels of raising compensation funds.Fourth,establish the ecological compensation standard which combines the ecological environment service and cost calculation,and allow certain flexibility.Fifth,we should improve the management and supervision system of key ecological functional areas,establish a hierarchical management system,and improve the coordination and cooperation mechanism between departments and regions.In this way,the ecological compensation system of key ecological functional areas in China is constructed...
