As a major mineral resource country,China cannot develop minerals without economic development,but at the same time,the safety of the mining area is threatened.According to statistical data,China's annual mineral extraction amounts to more than 9 billion tons,and the total area of land damaged due to the exploitation of mineral resources amounts to 400,000 hectares.The task of ecological compensation and restoration is arduous.In 2017,the Central Economic Work Conference put forward "a large-scale national greening action",and the report of the 19th National Congress of the Communist Party of China pointed out that "a market-oriented and diversified ecological compensation mechanism should be established" to improve the diversification of mining areas and market-based ecological compensation.In this paper,based on exploring the marketization and diversified ecological compensation mechanism of Huayuan County,comprehensively considering the history and current situation of Huayuan County,starting from the perspective of stakeholders to carry out ecological compensation,and constructing a three-party game of macro-evolutionary game and micro-game through evolutionary game theory The model,that is:the evolutionary game between the local government and the mineral resource mining enterprise,the evolutionary game between the upper and lower levels of government and the mineral resource mining enterprise,and the game relationship between the local government and the mineral resource mining enterprise,and finally form a three-party game model,and then according to the mining area The ecological compensation theory uses the evolutionary game method to analyze the interest balance points of various stakeholders in the process of ecological compensation in the mining area,and discusses the behavior preference selection and game results among the ecological compensation stakeholders in the mining area.Finally,combined with empirical analysis,through the water quality classification and MATLAB simulation analysis,the ecological compensation equilibrium point of the Huayuan County mining area is discussed.To provide a certain reference and decision-making basis for improving the ecological compensation countermeasures and measures in the mining areaFirst,in the process of ecological compensation in the mining area,due to the impact of time lag and insufficient information flow,a detailed analysis was performed by copying the results of the dynamic equation and ESS strategy,and the Jacobian matrix was established accordingly.From the matrix results,it can be seen that It is a time-consuming and inefficient process to rely solely on local governments or mineral resource mining companies to unilaterally protect the ecological environment of mining areas,and the outcome of the evolutionary game between the government and enterprises cannot reach social optimization;Second,the strategic choice of the higher-level government is in a key position in the process of balancing ecological compensation strategies in mining areas.It can be seen from the matrix of the three-party game that after the higher-level government intervenes in the ecological compensation game,the rights and responsibilities of the local government and mineral resource companies are more clearly defined,and the final formation of the three-party game will effectively achieve the long-term development of the mining area;Third,as a direct victim of the destruction of the ecological environment of the mining area,the residents of the mining area actively participate in the ecological maintenance and are directly proportional to the amount of compensation given by the government.That is,the higher the residents 'active participation in the supervision and maintenance of the ecological compensation of the mining area,the greater the choice of the government 's game The more inclined to compensate the residents.According to the results of game selection analysis between the upper and lower levels of government,enterprises and residents and the empirical analysis of Huayuan County,the design of the marketization and diversified ecological compensation mechanism in the mining area of Huayuan County should be based on ensuring that the economic interests of the participants are basically fair.The attention is properly tilted to the local government,so as to alleviate the double contradiction between the pressure of local economic development and the maintenance of the ecological environment.At the same time,it will further increase the enthusiasm of mineral resource mining companies in participating in the ecological compensation of mining areas,and promote local economic development by guaranteeing the economic benefits of enterprises.Therefore,by establishing a long-term mechanism map,on the basis of clarifying the various cross-existing relationships among various stakeholders in ecological compensation,this paper believes that countermeasures and suggestions should mainly include market mechanisms,evaluation and accounting mechanisms,incentive and restraint mechanisms,guarantee mechanisms,and regulatory mechanisms.Expand in five areas.
