Risk Analysis Of Road Transportation Of Hazardous Chemicals And Insurance Research

With the rapid development of China’s national economy and the acceleration of the process of industrialization,the demand and the transportation volume of hazardous chemicals are increasing.The research on the road transportation of hazardous chemicals is particularly important because of the hazardous characteristics of hazardous chemicals and the road transportation as the most important transportation mode of hazardous chemicals.Once an accident occurs in the road transportation of hazardous chemicals,it may cause heavy casualties and huge property losses.As the most important way of risk transfer for transportation enterprises,the carrier liability insurance of road hazardous goods is of great research significance.Firstly,the research status of the road transportation of hazardous chemicals and the carrier liability insurance of road hazardous goods at home and abroad is expounded in this paper.Secondly,the types,sections and causes of accidents are analyzed from the accidents of road transportation of hazardous chemicals,and it is found that the losses of the accidents in the tunnel are particularly heavy.Therefore,the tunnel environment is considered as a key factor.Then,the risk analysis of road transportation of hazardous chemicals is carried out from the four aspects of personnel factors,material factors,environmental factors and management factors.And the risk evaluation index system of road transportation of hazardous chemicals is constructed.The entropy method is used to calculate the weight of indexes at all levels.The risk classification of road transportation of hazardous chemicals is realized by the extension theory.The calculation and simulation of the loss range of leakage,fire and explosion accidents are realized by ALOHA.According to the results of risk evaluation,the research on the insurance rate and the limitation of liability of the carrier liability insurance of road hazardous goods is realized,and a more reasonable underwriting scheme is given.Finally,the research content is applied to the actual insurance underwriting process with an example,and the targeted risk treatment recommendations are proposed.
