Currently,with the transformation of China’s economy from a high-speed growth stage to a high-quality development stage,the tobacco industry has also entered a crucial period of transition from quantitative-scale to quality-effectiveness,and structural-efficiency-types.The past growth model that seeks benefits through scale expansion has gradually become weak.The extensive and extensible development methods that the tobacco industry once relied on can no longer meet the new requirements of the current economic development.At the same time,the Chinese tobacco industry has monopolized the monopoly system of monopoly franchise,and has been operating at a high level,10 percent annual hyper growth,for quite a while.Tobacco companies are generally faced with many issues related to low operating efficiency,high operating costs,a lack of market competitiveness,and low-quality management.The tobacco industry is facing difficulties and challenges in development.To solve the problem,Chinese firms must rely on endogenous motives to achieve sustainable and healthy development of the industry by eliminating waste,reducing costs,creating value,and improving management standards.Lean management embeds lean ideas in lean production methods into enterprise management,discourages flawed behavior in enterprise management,eliminates waste in any form of business operations,promotes enterprises to improve product and service quality,and improves efficiency and productivity.An advanced management model to reduce expenditures is an effective means to achieve efficiency,methods,and progress for management.Lean management has been widely used in the world and is an inevitable choice for top companies.It is a realistic choice for the tobacco industry to deal with its economic ecology,and sets the stage for boosting the tobacco industry to achieve the goal of "improving quality,reducing costs,and increasing efficiency." As a tobacco commercial enterprise,Liaoning Tobacco Company still has a large gap between the management of soft power and advanced enterprises in the industry and international tobacco giants.Promoting and applying lean management is a necessary move for the transformation and upgrading of Liaoning Tobacco,and it is also a sustainable and healthy development of the overall tobacco industry in l.iaoning,an important strategic task.Based on the introduction of Toyota’s production methods and related theories of lean production,this article describes the concepts,basic principles,and common methods of lean management,and provides theoretical support for in-depth analysis of the problems existing in the lean management of tobacco companies in Liaoning Province.Focusing on the status quo of the development of Liaoning tobacco companies and the current status of lean management,the current issues of lean management in lean objectives,operational efficiencies,lean improvements,management integration,and personnel aspects have been studied in depth.In response to the above issues,five aspects of improvement measures,including goal leadership,process optimization,project guidance,management collaboration,and cultural development,have been proposed with organizational leadership,goal management,project management,publicity and training,communication and coordination,and assessment and incentives also included.The establishment of safeguard measures in each area ensures that the lean management of tobacco companies in Liaoning Province will achieve substantial results.This article has a good reference for the implementation of lean management in tobacco commercial enterprises.
